CLARKE, ELECTRIC UTILITY DIRECTORi'lM-- <br />SUBJECT: REQUEST TO ACCEPT PERMANENT EASEMENT FROM <br />WOODLAND FARMS, INC. FOR CONSTRUCTION, OPERATION, <br />AND MAINTENANCE OF AN ELECTRIC POWER TRANSMISSION <br />LINE <br />DATE: March 10, 2003 <br />BACKGROUND: <br />The Engineering, Procurement, and Construction (EPC) agreement for the Agua Mansa Power Plant was approved <br />by Council on May 21, 2002. Acquisition of right of way dedications for a transmission line corridor for the power <br />plant is required across several parcels of property adjacent to and near the Beckett property. <br />DISCUSSION/ ANALYSIS: <br />The necessary grant of easement for Assessor Parcel Numbers 0260-072-02, 0260-072-03, and 0260-072-04, owned <br />by Woodland Farms, Inc. was prepared by Best, Best, and Krieger. The property description was prepared by KCT <br />Consultants, Inc., a civil engineering firm retained by EI Colton, the developer of the Agua Mansa Power Plant. The <br />proposed grant of easement and a legal description of the property is attached as Exhibit "A" and "A-1". <br />FINANCIAL IMPACT: <br />The City of Colton has offered $.25 per square foot to Woodland Farms, Inc. for the easement. The total cost to the <br />City is $15,000. Sufficient funds are available; bond money dedicated to the construction of the power plant will be <br />used. <br />ENVIRONMENTAL IMPACT: <br />All items relating to the Environmental Impact Report and the requirements of CEQA have been satisfied for this <br />project. <br />Staff recommends that Council accept, on behalf of the City of Colton, the grant of easement by Woodland Farms, <br />Inc. as presented.
