Item #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF JULY 69 2004 <br />TO: Honorable Mayor and Members of the City Council <br />FROM: Dilu de Alwis, Finance Director� <br />10 <br />SUBJECT: Adopt CIP Budget for the City of Colton for Fiscal Year beginning July 1, 2004 and <br />ending June 30, 2005 <br />DATE: June 29, 2004 <br />BACKGROUND <br />The Capital Improvement Program (CIP) budget is an integral operating tool for the City of Colton, and provides staff <br />with the guidelines for infrastructure improvements throughout the City. The current year budget also enables staff to <br />look at the long-range needs of the City and with direction from Council, map out a methodology to seek funding to bring <br />those plans to fruition. <br />DISCUSSION/ ANALYSIS <br />On June 21" the City Engineer and his staff presented to the Council, a summation of the past accomplishments, projects <br />currently in progress and the plans for fiscal year 2004-05. The infrastructure improvement needs of the City of Colton, <br />far exceeds the funding available for these projects. Staff has identified projects that can be completed based on the <br />availability of funding and the need of the project. Included in the project list were projects jointly undertaken under <br />scenarios where the City of Colton is the lead agency as well as those where another agency is the lead agency. As new <br />funding becomes available to the City, projects not funded in this budget, will be brought back to Council for approval. <br />Due to the fiscal crisis at the State level, we are anticipating not receiving any funding for Traffic Congestion Relief or <br />any other one-time CIP related funding. This coupled with the General Fund's inability to contribute towards CIP, further <br />curtails the ability to complete much-needed projects. <br />The total CIP new projects proposed for fiscal year 2004-05: <br />
