CITY OF COLTON Item #17 AGENDA REPORT For the Colton Utility Authority Meeting of June 1, 2004 TO: HONORABLE CHAIRPERSON & MEMBERS OF THE COLTON UTILITY AUTHORITY FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONS SUBJECT: AWARD OF SECOND YEAR BIO -SOLIDS CONTRACT TO SYNAGRO IN THE AMOUNT OF $19.97/TON FOR CLASS "A" AND $33.82 FOR CLASS "B" BIO -SOLIDS. DATE: BACKGROUND The FY 04-05 Wastewater budget includes funds for the hauling and disposal of bio -solids (wastewater sludge) from the Colton Water Reclamation Facility (CWRF). Under terms of the existing contract a second year may be awarded to Synagro at the recommendation of the Director of Water and Wastewater Operations. DISUCSSION & ANALYSIS The CWRF solicited bids for a one-year contract, with an option for a second year, to haul and dispose of bio -solids from the CWRF. The first year's contract FY 03-04, will expire on June 30,2004. The CUA has the option to award the second year's contract for FY 04-05 to Synagro. The required thirty -day written notice for the second year was mailed to Synagro on Thursday, May 20, 2004. FINANCIAL IMPACT: Sufficient funds are available in the Wastewater Professional Services Account 522-8200-8200-2350 for sludge hauling. ENVIRONMENTAL IMPACT: The USEPA, State of California and the County of San Bernardino govern the environmental manner in which bio -solids are disposed of. The hauler must comply with all Federal, State, and County Environmental regulations. CONFLICT OF INTEREST: Synagro President: Bob Bouchet, President Contact: Robert F. Knaur, Jr., Area Sales Manager RECOMMENDATIONS: Staff recommends that the Colton Utility Authority exercise the option for a second year to Synagro in the amount of $19.99/ton for class "A" and $33.82/ton for class "B" bio -solids disposal for the Fiscal Year 2004- 2005.
