Item #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF March 16, 2004 <br />TO: Honorable Mayor and City Council <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Public Hearing to Discuss the City's Weed Abatement Program <br />DATE: March 3, 2004 <br />BACKGROUND: <br />Annually, each Spring and Fall, the Fire Department administers the City's Weed <br />Abatement Program. <br />DISCUSSION/ANALYSIS: <br />At the regular City Council Meeting on March 2, 2004, the City Council approved <br />Resolution Number R-17-04 declaring weeds, rubbish and trash a public nuisance and <br />directing the Fire Chief to give notice and provide for the abatement. <br />At this time, the City is entering into the Spring Program. Notices have been sent to all <br />vacant property owners as identified and reported from the San Bernardino County Tax <br />Assessor. Abatement proceedings are scheduled to begin May 1, 2004. <br />FINANCIAL IMPACT: <br />Total contractor fees for the 2004 Weed Abatement Program are estimated at <br />approximately $30,000. Additional associated operating costs are estimated at $4,000 <br />and include items such as notification, mailings, and like incidental costs. These "pass- <br />through" costs are recouped through direct billing and the County Tax Rolls. Funds <br />have been budgeted in the 2003-2004 Fiscal Year Budget. <br />Funds to be Impacted: <br />General Fund Revenue - <br />General Fund Expenditures - <br />ENVIRONMENTAL IMPACT: <br />100-6710 — Weed Abatement <br />100-6090-6093-2350 — Professional Services <br />100-6090-6093-2300 — Office Supplies <br />Those parcels identified by the U.S. Fish and Wildlife Service as being possible habitat <br />for the Delhi Sands Flower Loving Fly have been noticed with recommendations on <br />contacting the Wildlife service for accepted abatement procedures. <br />
