CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MARCH 16, 2004 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAK11iER, P.E., CITY ENGINEER <br />Item #10 <br />SUBJECT: FINAL ACCEPTANCE/NOTICE OF COMPLETION FOR THE <br />CONSTRUCTION OF EDA PROJECT NO. 07-01-05132 <br />(CONSTRUCTION OF INFRASTRUCTURE IMPROVEMENTS <br />TO SERVE THE COOLEY RANCH AREA) — MATICH <br />CORPORATION. <br />DATE: MARCH 8, 2004 <br />BACKGROUND: <br />On October 1. 2002, the City Council authorized the award of construction of EDA Project No. 07- <br />01-05132 (Construction of Infrastructure Improvements to Serve the Cooley Ranch Area) to Matich <br />Corporation in the amount of $1,328,328. The project is located adjacent to the Ashley Furniture <br />area and consists of the following infrastructure improvements: reconstruction of a portion of two <br />East Cooley Drive and South Cooley Drive, construction of Ashley way (formerly known as <br />Drivers World Parkway and Street B -frontage Road), construction of various concrete <br />improvements (curb, gutter, AC berm, sidewalk, handicap ramps, and reinforced box culverts), <br />installation of sewer laterals, construction of storm drain manholes and pipelines to connect the <br />proposed storm drain system, and installation of street light bases, conduits and lines for the <br />electrical system. In addition, Optional Bid Item #1 was included on a separate Bid Schedule and <br />calls for the removal of an existing water main and installation of a larger water main. Optional Bid <br />Item #1 was subsequently awarded by the City Council on December 3, 2003 in the amount of <br />$444,444, bringing the total construction contract cost to $1,772,772. <br />A total amount of $121,102.50 was added to the contract as Change Order No. 1 as authorized <br />by City council on July, 1, 2003. Change Order No. 1 is for road rehabilitation and striping of a <br />bikelane along Cooley Drive from east of Mt. Vernon Ave. to Ashley Way. This Change Order <br />is funded by Measure I and Transportation Development Act, Article 3 funding. <br />In addition to Change Order No. 1, a total amount of $184,623.62 (10.4% of contract amount) <br />was added to the contract as Change Order Nos. 2, 3 and 4 (Exhibit A). Change Order No. 2 <br />was authorized by the City Council on July 1, 2003 in the amount of $63,038.80 for water <br />lateral relocation, electric field changes, raise/lower manhole and water valve and sewer main <br />extension to Ashley way. Change Order No. 3 was for an amount of $26,957.60 and included <br />removal of inadequate sub -base materials along Cooley Drive and replacement it with crushed <br />aggregate base, and revision on the alignment of sewer main to avoid existing utilities. Change <br />Order No. 4 was for an amount of $94,627.22 and included changes in the specification for 48" <br />waterline and re -start of production for 48" waterline, relocation of an existing fire hydrant, <br />extra quantities for electrical conduit and pullboxes, concrete driveway, curb and sidewalk, <br />traffic control and re -mobilization (due to delay encountered in the revision of intersection of <br />
