CITY OF COLTON Item #16 <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF MARCH 16, 2004 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL OF REQUEST FOR RECRUITMENT AND RATIFICATION OF THREE (3) <br />EMPLOYEE APPOINTMENTS TO FULL-TIME POSITION OF WATER DISTRIBUTION <br />OPERATOR II IN THE WATER DEPARTMENT <br />DATE: March 8, 2004 <br />BACKGROUND <br />There is a need to establish an Eligibility List for two vacancies of the full-time position of Water Distribution <br />Operator II to ensure reliable service continues to the community in a timely manner. The salary range for <br />this position is $ 2869 - $3487. <br />DISCUSSION/ANALYSIS <br />The Water Department currently has three vacancies which affect the number of employees available to <br />serve the city's growing water needs. Due to the current depletion of staff, crews are being spread thin in <br />order to respond to the on-going demand of necessary maintenance and repair of our water system. In <br />addition, due to the lack of manpower, capital improvement projects, i.e., main line replacement, are taking <br />longer to complete which is causing more inconvenience to residents. Filling these vacancies will help the <br />Department to meet its present and future obligations and goals. <br />FINANCIAL IMPACT <br />There are budgeted funds in the current fiscal budget for these salaries which will be charged to Account <br />Numbers 521-8001-8101-1010 (Salaries) and 521-8001-8101-1100 (Related Benefits). <br />ENVIRONMENTAL IMPACT <br />There is no environmental impact. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority approve the request for recruitment and ratification of <br />three employee appointments to the full-time position of Water Distribution Operator II in the Water <br />Department. <br />Report prepared by: Eric R.
