CITY OF COLTON Item #16 <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF OCTOBER 5, 2004 <br />TO: Honorable Mayor and City Council Members <br />FROM: Kenneth Rulon, Chief of Police <br />SUBJECT: Request to approve the acceptance of the Citizen Option for Public <br />Safety Grant (COPS). <br />DATE: September 27, 2004 <br />BACKGROUND: <br />The State of California, Department of Justice, is providing funds for the Citizen Option for Public <br />Safety (COPS) Grant for local law enforcement purposes. The grant is based on population, and it <br />is estimated that the grant will be approximately $100,000.00. These grant funds must be <br />expended within a two-year period. The grant funds are distributed through the San Bernardino <br />County Auditor/ Controller's Office. Changes to the California Government Code now require the <br />establishment of a Capitalization Supplemental Law Enforcement Oversight Committee in each <br />county. This committee must certify that they have received an approved expenditure plan from <br />the governing board of the agency receiving funding. This requirement must be completed prior to <br />any funds being disbursed. This plan must be submitted to this committee through the San <br />Bernardino County Sheriff's Department no later than November 1, 2004. There are no matching <br />requirements for this grant. <br />DISCUSSION/ ANALYSIS: <br />The Police Department plans to use these grant funds to continue funding a Community Service <br />Officer (CSO) assigned to our Detective Division, and to acquire law enforcement related <br />equipment. It is estimated that approximately $75,000.00 will be encumbered to cover the salary <br />and benefits of the CSO, and the remaining $25,000.00 will be utilized to upgrade <br />communications and technology within the Police Department. These funds are generally <br />distributed through the County to the Police Department, with interest. The exact amount of this <br />interest is unknown. The Police Department has received this COPS grant for several years, and <br />hopes to continue as long as funding is available. <br />FINANCIAL IMPACT: <br />The state grant award provides approximately $100,000.00, plus interest for the grant period. <br />There are no matching funds required for this grant, and there is no impact to the General Fund. <br />Revenue Account 225-5880 will be increased in the amount of $100,000.00, plus interest accrued. <br />Expenditure Accounts 225-6070-6088-1010, 100-6070-6088-1100, and 100-6070-6088-2301 will <br />also be increased proportionately to cover the expenses up to $100,000.00, plus accrued interest. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable <br />ALTERNATIVES: <br />Do not approve the department's request to accept the COPS grant funds. <br />
