CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JANUARY 18, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL Q� <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR e✓ <br />Item #9 <br />SUBJECT: APPROVE REQUEST FOR RECLASSIFICATION OCCASIONED BY <br />DEPARTMENT REORGANIZATION <br />DATE: MARCH 14, 2005 <br />Under provisions of Administrative Policy 4.05.330 and approved modification, an employee or <br />department head may request that a classification study be formally conducted "...at any time <br />provided that such requests cannot be made more than once a year..." The process directs that <br />certain steps be taken and it request input and approval of the immediate supervisor and <br />department head. The Human Resources Director reviews and evaluates the Position <br />Questionnaire and submits a recommendation to the City Manager for approval or denial. A <br />timeline is strictly observed to protect the employee's appeal rights. <br />On February 1, 2005, the employee's department head was provided the "Request for <br />Reclassification" form. On February 22, the employee submitted all the required documents to the <br />Human Resources Department. The City Manager approved the request on March 3. <br />DISCUSSION/ANALYSIS: <br />The Senior Office Specialist is the only clerical position within the Finance Department. The <br />position reports directly the Finance Director and, at times, the Assistant Finance Director. As the <br />only clerical staff member, this position has many responsibilities that should be assigned to a <br />higher classification; thus, the request for the reclassification. Some of these responsibilities <br />include: journal entries and budget adjustments; maintaining various financial documents (the <br />computer loan program, utility user tax exemptions); various accounts payable duties when staff is <br />absent. <br />Following Human Resources' study, and the department head's recommendation, the proposed <br />classification study recommendation and applicable salary range are listed below: <br />The employee's reclassification is retroactive to February 22, which was when all the required <br />documents were submitted to Human Resources. <br />Current <br />Proposed <br />Department <br />Classification <br />Classification <br />Proposed Monthly Salary Range <br />Finance <br />Sr. Office <br />Administrative <br />$2,874 Step "A" to $3,493 Step "E" <br />Department <br />Specialist <br />Assistant <br />The employee's reclassification is retroactive to February 22, which was when all the required <br />documents were submitted to Human Resources. <br />
