ITEM #7 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 2, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: KENNETH RULON, CHIEF OF POLICE <br />SUBJECT: Purchase of Automated External Defibrillation Devices (AED's) <br />DATE: JULY 25, 2005 <br />BACKGROUND: <br />The Police Department is generally the first responder(s) to most emergency situations in <br />the City of Colton. Furthermore, sudden cardiac arrest is the most common cause of <br />deaths in 250,000 people annually. There are more sudden cardiac arrests annually than <br />automobile accidents, breast cancer, prostate cancer and house fires. The Colton Police <br />Department has a Fiscal Year goal of deploying twenty (20) Automated External <br />Defibrillation Devices (AED's) in police vehicles and city facilities. Immediate deployment <br />of an AED will save lives. <br />DISCUSSION/ ANALYSIS: <br />Without early defibrillation, 95% of patients will die from sudden cardiac arrest events. Sudden <br />cardiac arrest is a heart in distress. Uncoordinated, very fast heart rhythm, ineffective heart pump <br />or unconscious, not breathing with any pulse will result in death without defibrillation. <br />Defibrillation is electric shock to the heart. It stops uncoordinated activity, allowing coordinated <br />heart rhythm and pumping action to resume. Early defibrillation and time is key to survival. <br />Police staff will be certified to train city staff in the use of the Automated External Defibrillation <br />device. The defibrillator technology assesses the patient and instructs the rescuer to press the <br />shock button. Additionally, patients can only be shocked after the chest pads have been placed <br />on the patient and the defibrillator has completed an analysis. <br />Section 3.08.140 (B) of the Colton Municipal Code provides an exemption to the bidding <br />requirements for the purchase of supplies and equipment. The exemption in section "B" states, <br />"No Competitive Market. When the city council determines, in accordance with applicable law, that <br />a competitive market does not exist and that no competitive advantage will be gained by the public <br />bidding process." <br />In this case, we are recommending the sole source of Philips Medical Systems, the most <br />cost effective for the multi -use device for both adults and infants. <br />
