ITEM #12 <br />CITY OF COLTON -- - — <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF DECEMBER 6, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR �� <br />SUBJECT: APPROVE AND ADOPT EXHIBIT A, THE CONSOLIDATED <br />MEMORANDUM OF UNDERSTANDING FOR THE SAN BERNARDINO <br />PUBLIC EMPLOYEES ASSOCATION REPRESENTING THE MID- <br />MANAGER UNIT AND AUTHORIZE CITY STAFF TO SIGN THE <br />CONSOLIDATED MOU ON BEHALF OF THE CITY. <br />DATE: NOVEMBER 27, 2005 <br />BACKGROUND: <br />Representatives of the city's bargaining team and the Mid-Manager Unit, represented by the San <br />Bernardino Public Employees Association (SBPEA), have been in negotiations for since October <br />2005 to negotiate a new Memorandum of Understanding (MOU). The previous MOU expired on <br />June 30, 2005. <br />DISCUSSIONIANALYSIS: <br />Representatives of the City and SBPEA have reached a tentative agreement, subject to formal City <br />Council approval, with a term ending June 30, 2009. <br />Some of the key provisions in the MOU provide the following: <br />• Salary increases: 4% retroactive to July 1, 2005; 3.5% effective July 1, 2006; 3% effective <br />July 1, 2007; and a compensation survey, the results of which will be effective July 1, 2008. <br />• Language encouraging represented employees to participate in a Wellness Program. <br />• Retiree health insurance to be granted in yearly increments. <br />The agreement is incorporated into Exhibit A, the San Bernardino Public Employee Association <br />(Mid-Manager) MOU. <br />ENVIRONMENTAL IMPACT: <br />This item does not carry any environmental impact. <br />FINANCIAL IMPACT: <br />The total cost for salary and benefits for the current fiscal year is $127,700.
