ITEM #5 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COUNCIL MEETING OF NOVEMBER 1, 2005 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: ANTHONY ARROYO, HUMAN RESOURCES DIRECTOR <br />SUBJECT: APPROVE AND ADOPT EXHIBIT A, THE CONSOLIDATED <br />MEMORANDUM OF UNDERSTANDING FOR THE INTERNATIONAL <br />BROTHERHOOD WORKERS (LOCAL 47) REPRESENTING THE <br />WATER/WASTEWATER UNIT AND AUTHORIZE GITY STAFF TO <br />SIGN THE CONSOLIDATED MOU ON BEHALF OF THE CITY. <br />DATE: OCTOBER 20, 2005 <br />BACKGROUND: <br />The WaterNVastewater unit was granted recognition by the City in July 2004; since then, the group <br />has been represented by the International Brotherhood of Electrical Workers (IBEW). <br />Representatives of the city's bargaining team and the IBEW have been in negotiations for <br />approximately one year. Negotiations were required to create a new Memorandum of <br />Understanding since this is a newly-created bargaining group. <br />DISCUSSION/ANALYSIS: <br />Representatives of the City and IBEW have reached a tentative agreement, subject to formal City <br />Council approval, with a term ending June 30, 2008. <br />By and large, this newly created MOU mirrors that of the General Unit (the group the <br />WaterM/astewater division belonged to prior July 1, 2004) and some language in the IBEV1/ <br />(Electric) MOU. This was done so that, in general, new language would not have to be created, <br />which would have caused longer delays and further review by staff. The subtle differences reflect' <br />provisions that are specific to WaterNVastewater employees (i.e., higher boot allowance due to <br />greater deterioration, safety provision due to a higher call out rate). <br />Some of the key provisions in the MOU provide the following: <br />• Salary increases: 3% retroactive to January 1, 2005 and 2% retroactive to July 1, 2005; <br />2% increase effective July 1, 2006. <br />• Elimination of longevity pay. <br />• Increase to the boot allowance from $150 per year to $175 per year beginning on July 1, <br />2006. <br />The agreement is incorporated into Exhibit A, the International Brotherhood of America <br />Water/Wastewater Unit MOU. <br />� . _ _, -. _ ___ __.. <br />
