ITEM #20 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF November 1, 2005 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE THE ATTACHED RESOLUTION TO: 1)ADD THE LA <br />CADENA BRIDGE PROJECT TO THE FISCAL YEAR 2005/2006 <br />CAPITAL IMPROVEMENT PROGRAM 2)INCREASE THE FISCAL <br />YEAR 2005/2006 CAPITAL IMPROVEMENT PROGRAM BUDGET <br />BY $70,848 AND 3) BUDGET $256,000 ANTICIPATED PROP. 42 <br />REVENUE FOR FISCAL YEAR 2005/2006. <br />DATE: OCTOBER 24, 2005 <br />BACKGROUND: <br />The Local Bridge Seismic Safety Retrofit Program (LSSRP) is a part of the statewideSeismic <br />Safety Retrofit Program (SSR). Various bridges within the City of Colton were identified to need <br />retrofitting by the State Department of California and designated as eligible SSR Program <br />`Category 1 Bridges;' in a seismic event these bridges could potentially be a threat to public safety. <br />The improvements needed to circumvent possible threats to public safety posed by these bridges <br />would be fimded 80% by federal funds and 20% by state funds. The La Cadena Bridge, Bridge No. <br />54C0077, was identified as one of the `Category 1 Bridges' located within the City, this bridge is <br />located 1.5 miles south of the I-10 spanning the Santa Ana River. <br />ANALYSIS/DIS CUS SION: <br />Bridge 54CO077 has a large steel plate located in the north bound second lane. This steel plate was <br />placed on the bridge several years ago to cover a hole in the bridge platform. Over the years, the <br />pavement around the plate has eroded. This steel plate needs to be removed and the damages <br />repaired as noted on Caltrans' inspection report dated March 23, 2005. Other recommendations <br />listed on Caltrans' report include: repairing the hit at the northbound approach barrier, spot blasting, <br />surface cleaning, painting the rusted and corroded steel girders and bent caps, and restoring the <br />protective top coat at the remaining girders. Kaveh Engineering has completed a cost estimate <br />concluding that the needed improvements recommended by Caltrans will total $65,600. Repairs to <br />this bridge will be awarded in accordance to the California Public Contract Code, asit applies to <br />this project, referenced and incorporated in the City's Municipal Code Section 3.08.050 (b) and <br />3.08. 100 (c). <br />
