Zamora, Community Development Director <br />SUBJECT: Consideration of an Amendment to the City of Colton Official <br />Zoning Map to Rezone Property from C-2 (General Commercial) to R-2 <br />(Duplex Residential) for Property Located at 744 East "G" Street (File <br />Index Number DAP -000-459); and Approve a Negative Declaration for <br />the Project. <br />DATE: October 5, 2005 <br />BACKGROUND: <br />The applicant, Morgan Hill LLC, is requesting City Council approval of a Zone Change from C-2 <br />(General Commercial) to R-2 (Duplex Residential) for Property Located at 744 East "G" Street <br />(Assessor Parcel Number 0162-202-31); and to approve a Negative Declaration for the Project. <br />The proposed project requires a Zone Change from C-2 (General Commercial) to R-2 (Duplex <br />Residential) to allow for the construction of a second dwelling unit on a single lot. Presently, a <br />single-family residence and detached two -car garage are located within the relatively flat 13,500 <br />square foot project site. <br />ANALYSIS/DISCUSSION: <br />The applicant is requesting Council approval of a Design Review, Environmental Negative <br />Declaration, and a Zone Change from C-2 (General Commercial) to R-2 (Duplex Residential) for <br />the construction of a second dwelling unit. Presently, a 946 square foot single-family residence <br />and 441 square foot detached two -car garage are located within the project site. The applicant <br />proposes demolishing the existing two -car detached garage and constructing another detached <br />1,532 square foot single-family residence with attached four car garage. The existing single-family <br />residence will remain. <br />On September 13, 2005, the Planning Commission considered the applicant's project, along with <br />a request for Design Review for the second unit and four car garage. The Commission approved <br />the design plans, and adopted Resolution Number R-09-05, which is a recommendation to the <br />City Council for approval of the Zone Change, and Adoption of the Negative Declaration. <br />FISCAL IMPACT: <br />Positive impact, the property will be improved from its current condition thus increasing the <br />property value generating a small amount of additional property tax. <br />ENVIRONMENTAL IMPACT: <br />Based on an Environmental Assessment, it was concluded that there would be no significant <br />impact to the environment; therefore, the Planning Commission recommends approval of a <br />Negative Declaration for the project. <br />
