RAMOS, CMC
City Clerk
City of Colton
Approved this 6th day of April, 1982.
ADJOURNED COUNCIL MEETING
MARCH 23, 1982
In accordance with notice duly and legally given, an Adjourned Regular Meeting
of the City Council of the City of Colton was held on the above given date at
5:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales presiding.
ROLL CALL:
Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales.
Also present were City Manager Trevino, City Attorney Edwards, and City Clerk
Ramos.
Water Division
City Manager Trevino read from his memorandum, referring to memos from City Engineer,
Ben Urquiza, and Water Superintendent, Terry Lyons, with regard to repair of the
Rialto Concrete Reservoir located at the southwest corner of Rialto Avenue and Mus-
cott Street, advising that in the 1981-82 budget there were funds budgeted for this
expenditure. Mr. Trevino continued that Staff has solicited proposals with refer-
ence to engineering services prior to repairing the tank, and a low bid has been
received from Willdan & Associates of $9,000. The engineering services provided
will be to determine the actual cost of repair and to assist in bid preparation.
Mr. Trevino concluded Staff recommends awarding the contract to Willdan & Associates,
in the amount of $9,000, for engineering services.
Councilman Rehrer asked if there are any cracks in the reservoir at this time.
Mr. Terry Lyons stated there are approximately six vertical cracks, and the tank
has been down since December to ascertain the extent of the damage and repair
that will be needed.
Councilman Hayes asked for a rough estimate of the costs involved.
Mr. Lyons said that would be difficult to determine at this time, however, he
would say approximately $50,000 to $75,000.
Councilwoman Garcia said she noted in the report from Willdan & Associates that
the costs could go as high as $150,000 for repairs.
Mr. Lyons said that would be in the case of major repair, however, at this point
he would say that is not likely.
Discussion then followed with regard to the proposed work and inspections that may
be done by City personnel and the firm of Willdan & Associates.
Councilman Rehrer asked what is the life span of the reservoir right now.
Mr. Lyons said possibly 15 years, or possibly 50 years, it is difficult to say; how-
ever, the condition at the present time may be the worst it could get, it was con-
structed in 1934 and has served the City since that time, deterioration has taken
place, etc.
Mr. Urquiza, City Engineer, stated that should this tank need to be replaced, not
just repaired, it could cost the City approximately $400,000, therefore, it is im-
perative that this work be completed as soon as possible, especially because of
several wells being out of service and the upcoming hot summer months.
After additional discussion, moved by Councilman Hayes, seconded by Councilwoman
Garcia, approving Staff's recommendation to award Contract to Willdan & Associates,
in the amount of $9,000, for engineering services in conjunction with the repair of
the City's Three Million Gallon Rialto Concrete Reservoir. Unanimous vote.
Councilwoman Garcia asked where will the City get the extra money to take care of
these repairs.
i49A4 2, 1Sa
