<br />MARCH 23, 1982
<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting
<br />of the City Council of the City of Colton was held on the above given date at
<br />5:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales presiding.
<br />ROLL CALL:
<br />Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales.
<br />Also present were City Manager Trevino, City Attorney Edwards, and City Clerk
<br />Ramos.
<br />Water Division
<br />City Manager Trevino read from his memorandum, referring to memos from City Engineer,
<br />Ben Urquiza, and Water Superintendent, Terry Lyons, with regard to repair of the
<br />Rialto Concrete Reservoir located at the southwest corner of Rialto Avenue and Mus-
<br />cott Street, advising that in the 1981-82 budget there were funds budgeted for this
<br />expenditure. Mr. Trevino continued that Staff has solicited proposals with refer-
<br />ence to engineering services prior to repairing the tank, and a low bid has been
<br />received from Willdan & Associates of $9,000. The engineering services provided
<br />will be to determine the actual cost of repair and to assist in bid preparation.
<br />Mr. Trevino concluded Staff recommends awarding the contract to Willdan & Associates,
<br />in the amount of $9,000, for engineering services.
<br />Councilman Rehrer asked if there are any cracks in the reservoir at this time.
<br />Mr. Terry Lyons stated there are approximately six vertical cracks, and the tank
<br />has been down since December to ascertain the extent of the damage and repair
<br />that will be needed.
<br />Councilman Hayes asked for a rough estimate of the costs involved.
<br />Mr. Lyons said that would be difficult to determine at this time, however, he
<br />would say approximately $50,000 to $75,000.
<br />Councilwoman Garcia said she noted in the report from Willdan & Associates that
<br />the costs could go as high as $150,000 for repairs.
<br />Mr. Lyons said that would be in the case of major repair, however, at this point
<br />he would say that is not likely.
<br />Discussion then followed with regard to the proposed work and inspections that may
<br />be done by City personnel and the firm of Willdan & Associates.
<br />Councilman Rehrer asked what is the life span of the reservoir right now.
<br />Mr. Lyons said possibly 15 years, or possibly 50 years, it is difficult to say; how-
<br />ever, the condition at the present time may be the worst it could get, it was con-
<br />structed in 1934 and has served the City since that time, deterioration has taken
<br />place, etc.
<br />Mr. Urquiza, City Engineer, stated that should this tank need to be replaced, not
<br />just repaired, it could cost the City approximately $400,000, therefore, it is im-
<br />perative that this work be completed as soon as possible, especially because of
<br />several wells being out of service and the upcoming hot summer months.
<br />After additional discussion, moved by Councilman Hayes, seconded by Councilwoman
<br />Garcia, approving Staff's recommendation to award Contract to Willdan & Associates,
<br />in the amount of $9,000, for engineering services in conjunction with the repair of
<br />the City's Three Million Gallon Rialto Concrete Reservoir. Unanimous vote.
<br />Councilwoman Garcia asked where will the City get the extra money to take care of
<br />these repairs.
