462 <br />ADJOURNMENT: <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer and <br />unanimously passed, Mayor Huntoon adjourned the meeting at 8:42 p.m <br />to meet for an Adjourned Regular Meeting on Monday, June 25, 1984, <br />at 5:30 p. m., in the Council Chambers of City Hall. <br />HELEN A. RAMOS, CMC <br />City Clerk <br />City of Colton <br />Approved this 3rd day of July, 1984. <br />ADJOURNED COUNCIL MEETING <br />June 25, 1984 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the <br />above given date at 5:30 p. m., in the Council Chambers of City Hall, <br />Mayor Huntoon presiding. <br />ROLE, CALT,_ <br />Council Members present were Rios, Rehrer, Garcia, and Mayor Huntoon. <br />Also present were City Manager Elliott, City Attorney Edwards, City <br />Clerk Ramos, Acting Finance Director Andengaard, and Assistant Finance <br />Director Young. Absent was Councilwoman Cisneros. <br />BUDGET: <br />Salaries: <br />City Manager Elliott stated his proposal dated May 21, 1984, with re- <br />gard to salary increases for Department Heads had been delayed to the <br />budget sessions at the June 5, 1984 Council Meeting and he is now pre- <br />senting the proposal and recommending approval. <br />Mr. Doug Erway, Employee Association Representative, addressed the <br />Council stating that the employees were upset with the size and the <br />way in which the increases were justified. Mr. Erway stated that dur- <br />ing the Meet and Confer Sessions, the employees settled at 3% because <br />the management team presented the picture that only sufficient monies <br />for a 3% increase were available. It now appears that the employees <br />might not have been dealt with in good faith by your negotiators. At <br />this time it appears that future negotiations for employees might have <br />to be done directly with the City Council. <br />Mr. Erway said the chief negotiator for the City was a representative from Hamilton <br />& Associates and it was his rationale and the posture of the City that total com- <br />pensation of employees; benefits and salaries had to be looked at. The employees <br />are now asking that the Council look at total compensation when considering the <br />proposed Department Head increases. <br />Councilwoman Garcia stated that she had requested various information from the <br />City Manager with regard to total compensation of positions in other cities vs <br />those of the City of Colton, job qualifications required, size and make up of <br />department compared, etc., and that she still has not received this data and would <br />not make a decision on this matter until the full data was provided. <br />Councilman Rios and Rehrer agreed with Councilwoman Garcia that more information <br />was required. <br />On consensus of the Council, the matter of Department Heads Salary Increases was <br />delayed until requested information can be provided. <br />JUN 2 51984 <br />
