462 ADJOURNMENT: Moved by Councilwoman Cisneros, seconded by Councilman Rehrer and unanimously passed, Mayor Huntoon adjourned the meeting at 8:42 p.m to meet for an Adjourned Regular Meeting on Monday, June 25, 1984, at 5:30 p. m., in the Council Chambers of City Hall. ADJOURNED COUNCIL MEETING June 25, 1984 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date at 5:30 p. m., in the Council Chambers of City Hall, Mayor Huntoon presiding. ROLE, CALT,_ Council Members present were Rios, Rehrer, Garcia, and Mayor Huntoon. Also present were City Manager Elliott, City Attorney Edwards, City Clerk Ramos, Acting Finance Director Andengaard, and Assistant Finance Director Young. Absent was Councilwoman Cisneros. BUDGET: Salaries: City Manager Elliott stated his proposal dated May 21, 1984, with re- gard to salary increases for Department Heads had been delayed to the budget sessions at the June 5, 1984 Council Meeting and he is now pre- senting the proposal and recommending approval. Mr. Doug Erway, Employee Association Representative, addressed the Council stating that the employees were upset with the size and the way in which the increases were justified. Mr. Erway stated that dur- ing the Meet and Confer Sessions, the employees settled at 3% because the management team presented the picture that only sufficient monies for a 3% increase were available. It now appears that the employees might not have been dealt with in good faith by your negotiators. At this time it appears that future negotiations for employees might have to be done directly with the City Council. Mr. Erway said the chief negotiator for the City was a representative from Hamilton & Associates and it was his rationale and the posture of the City that total com- pensation of employees; benefits and salaries had to be looked at. The employees are now asking that the Council look at total compensation when considering the proposed Department Head increases. Councilwoman Garcia stated that she had requested various information from the City Manager with regard to total compensation of positions in other cities vs those of the City of Colton, job qualifications required, size and make up of department compared, etc., and that she still has not received this data and would not make a decision on this matter until the full data was provided. Councilman Rios and Rehrer agreed with Councilwoman Garcia that more information was required. On consensus of the Council, the matter of Department Heads Salary Increases was delayed until requested information can be provided. JUN 2 51984
