SPECIAL MEETING OF THE CITY COUNCIUREDEVELOPMENT AGENCY/COLTON UTILITY <br />AUTHORITY OF THE CITY OF COLTON <br />JOINED WITH THE UTILTIES COMMISSION OF THE CITY OF COLTON <br />January 24, 2005 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of <br />Colton was held at 5:07 p.m., on the above -given date in the Council Chambers of City Hall, located <br />at 650 North La Cadena Drive, Colton, California Mayor Bennett presiding. Notice of Special <br />Meeting was given on January 19, 2006, in compliance with Government Code Section 54956. <br />ROLL CALL CITY COUNCIL: <br />Councilmembers present were Suchil, Mitchell, Ramos, Chastain, DelaRosa, Hernandez, and Mayor <br />Bennett. Also present were City Manager Parrish, City Attorney Derleth, and City Clerk Barrera. <br />ROLL CALL UTILITIES COMMISSION: <br />Commissioners present were Ramirez, Joe Perez, Olivia, Alex Perez, Archuleta, and Chairperson <br />Vilches. Also present were Community Development Director Zamora. Commissioner Prieto absent. <br />PUBLIC COMMENT: <br />The following citizen addressed the City Council: Attorney Patrick Mitchell who spoke on behalf of <br />his client Vulcan Materials, Inc. <br />General Plan Workshop <br />Said Special Meeting was to discuss the update of the City of Colton General Plan Circulation and <br />Land Use Element. <br />Community Development Director David Zamora introduced consultant Diane Gonzales, Project <br />Manager of EDAW Inc. Ms. Gonzales introduced her staff that would assist in the presentation: <br />Helen Choi, Urban Planner/Designer and Lisa Brownfield Senior Project Manager. EDAW was <br />contracted by the City to update the Land Use and Circulation Elements of the City's General Plan. <br />Manager Gonzales outlined the basics for the workshop entitled General Plan Workshop and the <br />presentation would have two segments: (a) a PowerPoint presentation as to the General Plan <br />Circulation and Land Use Element and (b) an opportunity for Councilmembers, Commissioners and <br />staff to brainstorm their ideas and direction as to how to proceed to finalize and update the Land Use <br />and Circulation Elements of the City's General Plan. <br />The presentation slides included the following: <br />■ General Plan <br />General Plan <br />State Required Elements <br />Zoning Code <br />The General Plan Will Not <br />■ Land Use and Circulation <br />Land Use Element 1986 <br />Circulation Element 1993 <br />Consistent and Complementary <br />
