SPECIAL MEETING OF THE CITY COUNCIUREDEVELOPMENT AGENCY/COLTON UTILITY AUTHORITY OF THE CITY OF COLTON February 16, 2006 A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of Colton was held at 4:12 p.m., on the above -given date in the Council Chambers of City Hall, located at 650 North La Cadena Drive, Colton, California Mayor Bennett presiding. Notice of Special Meeting was given on February 7, 2006, in compliance with Government Code Section 54956. ROLL CALL: Councilmembers present were Suchil, Mitchell, Ramos, Chastain, DeLaRosa, and Mayor Bennett. Also present were City Manager Parrish and City Clerk Barrera. Councilmember Hernandez absent. Said Special Meeting shall be for the purpose of studying the following matter: Capital Projects Workshop. City Manager Daryl Parrish outlined the agenda for the Capital Projects Workshop that will include: discussion as to project funds disbursement that were originally for the Big League Dreams Project; remodeling of Fire Station 1; and remodeling of the Civic Center. City Engineer Amer Jakher presented the 2006 Supplemental Capital Improvement Plan. The presentation was provided in two venues: PowerPoint Slide presentation and a bound document of the slide presentation for easy reference by council. Finance Director DeAlwis presented Section VII. Comprehensive Funding Analysis. There were eight sections to the presentation: I. "No Street Left Behind" Project II. New Traffic Signal at La Cadena and Rancho III. City -Wide Beautification IV. City -Wide Parks Proposals a. Spend all funds at Veteran's Park b. Spread funds over (9) parks and Teen Center Discussion and direction to staff to spread funds over (9) parks and Teen Center. V. Fire Station # 1 Remodel — Phase 1 and 2 VI. City Hall Remodeling — Phase 1 and 2 VII. Comprehensive Funding Analysis VIII. "No Street Left Behind" Pictorial Addendum Immediate discussion after the presentation was facilitated by City Manager Parrish and City Engineer Jakher. Dialogue between councilmembers and staff was focused in three areas: (a) McKinley Park improvements; (b) the proposed football field at Veteran's Park: Direction to staff to eliminate the proposed football field and use this area for (2) or (3) baseball fields and bring back a recommendation as to which would be the best fit (2) or (3) baseball fields; and (c) Teen Center Funding.
