SPECIAL MEETING OF THE CITY COUNCIUREDEVELOPMENT AGENCY/COLTON UTILITY <br />AUTHORITY OF THE CITY OF COLTON <br />February 16, 2006 <br />A Special Meeting of the City Council/Redevelopment Agency/Colton Utility Authority of the City of <br />Colton was held at 4:12 p.m., on the above -given date in the Council Chambers of City Hall, located <br />at 650 North La Cadena Drive, Colton, California Mayor Bennett presiding. Notice of Special <br />Meeting was given on February 7, 2006, in compliance with Government Code Section 54956. <br />ROLL CALL: <br />Councilmembers present were Suchil, Mitchell, Ramos, Chastain, DeLaRosa, and Mayor Bennett. <br />Also present were City Manager Parrish and City Clerk Barrera. Councilmember Hernandez absent. <br />Said Special Meeting shall be for the purpose of studying the following matter: <br />Capital Projects Workshop. <br />City Manager Daryl Parrish outlined the agenda for the Capital Projects Workshop that will include: <br />discussion as to project funds disbursement that were originally for the Big League Dreams Project; <br />remodeling of Fire Station 1; and remodeling of the Civic Center. <br />City Engineer Amer Jakher presented the 2006 Supplemental Capital Improvement Plan. The <br />presentation was provided in two venues: PowerPoint Slide presentation and a bound document of <br />the slide presentation for easy reference by council. Finance Director DeAlwis presented Section VII. <br />Comprehensive Funding Analysis. <br />There were eight sections to the presentation: <br />I. "No Street Left Behind" Project <br />II. New Traffic Signal at La Cadena and Rancho <br />III. City -Wide Beautification <br />IV. City -Wide Parks Proposals <br />a. Spend all funds at Veteran's Park <br />b. Spread funds over (9) parks and Teen Center <br />Discussion and direction to staff to spread funds over (9) parks and Teen Center. <br />V. Fire Station # 1 Remodel — Phase 1 and 2 <br />VI. City Hall Remodeling — Phase 1 and 2 <br />VII. Comprehensive Funding Analysis <br />VIII. "No Street Left Behind" Pictorial Addendum <br />Immediate discussion after the presentation was facilitated by City Manager Parrish and City <br />Engineer Jakher. Dialogue between councilmembers and staff was focused in three areas: (a) <br />McKinley Park improvements; (b) the proposed football field at Veteran's Park: Direction to staff to <br />eliminate the proposed football field and use this area for (2) or (3) baseball fields and bring back a <br />recommendation as to which would be the best fit (2) or (3) baseball fields; and (c) Teen Center <br />Funding. <br />
