This. ordinance shall hereafter be referred to and cited as "THE STREET TREE ORDINANCE OF THE CITY OF COLT ONOCALIFORNIA.1 SECTION 2: Definitions. (a) Public Street. "Public Street" when herein used shall in- clude every way set apart for public travel or use in the City or Colton, including the entire planting strip, sidewalk area, easements and rights - of -way. - (b), Planting Strip. Ther words "Planting Strip" when used herein shall include the areabetween curb and sidewalk not intended for side- walk purposes. SECTION 3: Responsible Offir-er. It shall be the duty of the Recreation and Parks-.,.Diractor_.-to plant, trim, prune and care for all street trees, shrubs or plantings, and to remove all objectionable treeis,, shrubs or plants dnpr,.,upon any public, street, center planting, parkway or alley in the City of Colton, save and except as such removal shall be authorized by Section 4a herein, SECTION 4: Permit Requir-ed (a) No person., firm or corporation shall trim., prune,, plant, injure or interbere. with any tree, shrub or plant upon any public street,,, planting strip, parkway or alley in the City of Colton without permission from the Recreation and .Parks. Director and the Recreation and Part:s As hereby authorized to grant a permit at his discretion, provided, however, such authority shall not arbitrarily be withheld. Any request for permission to remove any tree from any street in the City of Colton shall be in the form of a letter to, theRecreation and Parks Director,, dlearly stating the reasons
