t <br />CITY OF COTTON <br />AGENDA REPORT <br />For Council Meeting of January 3, 1989 <br />TO: Honorable Mayor and City Council <br />FROM: Rich Holmer, Human Services Director. <br />SUBJECT: AWARD OF CONTRACT FOR PARK PLAYGROUND EQUIP- Date: 12/28/88 <br />1 MENT AND ADJUSTMENT TO F.Y. 88-89 BUDGET <br />I <br />I <br />In October the City released a Request for Proposal (RFP) <br />for the purchase of park play structures and ancillary-items <br />(e.g., curbing, fencing, and resilient ground surface material) <br />at four City playgrounds. On November 29, 1988 a panel <br />comprised of Ray Gonzales Recreation Services Manager; <br />Ken Peterson, General Services Manager; Gil Walling, Parks <br />Supervisor; Jose Urrea, Parks and Recreation Commissioner; <br />Jerry Koester, Parks and Recreation Commissioner; and Rich <br />Holmer, Human Services Director, interviewed and evaluated <br />five companies who responded to our RFP. Two companies, <br />Tomark Sports, Inc., and Moore Recreation and Park Equipment,, <br />Inc., were eliminated from consideration because they failed <br />to meet the minimum criteria as established in the RFP. <br />Of the remaining firms Iron Mountain Forge/Ortco Builders <br />was'-- ranked number one by all panelists. It was the concenstts <br />of the panel that the equipment offered by Ortco Builders <br />would provide new and expanded play oPP <br />ortunit for toddlers <br />and Elementary school age children while, concoml antly,- <br />allowing'the removal of,obsolete play structures. <br />Iron Mountain-Forge/Ortco Builders submitted the low bid <br />of $58,671.89. Moreover the Parks and Recreation_ Commission <br />at their December 21, 1988 meeting, recommended an additional <br />$3,456.18 be appropriated for further enlargement of the <br />proposed play structures at Davis Park because of the rapid <br />residential growth in this area. An appropriation of $49-,000 <br />from the Park Fee Account was carried forward to F.Y. 88-89. <br />RECOMMENDATION <br />It is staffs recommendation that the City Council award <br />a contract in the amount of $62,128.07 for park play structures <br />at Municipal, Veteran's, Davis, and Dauer Parks to Iron <br />Mountain Forge/Ortco Builders. In addition, it is requested <br />a cil increase the budget in the amount of $13,128.07 <br />in unappropriated park fees to complete this project. <br />The Parks and-Recreation Commission has reviewed staffs <br />analysis and concur with this recommendation. <br />CITY MANAGERS CONCURRENCE: <br />Attachments: Bid Analysis <br />Budget Adjustment Request <br />Page 1 of 1 item No. <br />
