TO: HONORABLE MAYOR and CITY COUNCIL
FOR: Council Meeting of 4 December 1990
FROM: Jaime R. Aguilera, Director of Community Developmen
SUBJECT: Adoption of the County Hazardous Waste Management Plan E
State legislation enacted in 1986 (AB2948 - Tanner) established a comprehensive N
process for planning and siting facilities for the treatment, storage and disposal of haz-
ardous waste. AB2948 called for each county to prepare a Hazardous Waste Manage-
ment Plan (HWMP) primarily to guide future land use decisions for new or expanded D
hazardous waste facilities.
Once the Department of Health Services approves the County Hazardous Waste
Management Plan, under 1987 legislation (SB477 - B. Green), every city within that
county will have 180 days following receipt of a written notice of approval to take one of M
the following three actions:
1. Adopt a City Hazardous Waste Management Plan consistent with
the County Hazardous Waste Management Plan.
2 Incorporate portions of the County Hazardous Waste Manage-
R
ment Plan into the City General Plan.
3. Enact an Ordnance that requires all City land use approvals to E
be consistent with siting criteria of the County Hazardous Waste
Management Plan.
The deadline for the City of Colton to act on one of the three options is December 18, P
1990. The law does not specify what happens if a city misses the 180 day deadline.
Presumably, a mandate action would be appropriate to force a City to take action.
Attached is a copy of staff's summary of the County Hazardous Waste Management 0
Plan which details the main policies and action.
0
ORIGINAL T
CENTRAL RECORDS
Agenda Report 2cbd11-1 1 PALE NO.2Q3:,.....,,.e„,
