TO: <br />CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting ofj—T9, 1990 <br />Honorable Mayor and City Council <br />FROM: Jaime Aguilera <br />Community Development Director <br />SUBJECT: Victory Outreach Carnival <br />Date: July 6, 1990 <br />Apparently Victory Outreach has been working for several weeks through the Recreation <br />Department to secure a permit for a carnival at Veterans Park. The applicant was not <br />aware until last week that the Community Development Department requires all carnivals <br />to be processed through a Conditional Use Permit. <br />Statement of Problem : <br />The applicant states that a 4-6 week processing time for the carnival will in effect <br />negate the proposal because it can only be held on July 13, 14 & 15th. <br />Alternatives <br />1.) Require that the applicant abide by the Zoning Ordinance in which case the carnival <br />will either be cancelled or moved to a new date. <br />2.) Make the interpretation that carnivals are an allowed use as described in the Zoning <br />Ordinance as " Recreational Facilities ". <br />Financial Impact <br />If the applicant voluntarily abides by all Conditions of Approval , the staff expects no <br />financial impact. If however, some or all Conditions of.Approval are violated the <br />financial impact could be substantial in the form.of destroyed City equipment, cleanup, <br />destroyed turf & irrigation, police time etc. <br />Environmental Impact <br />None is expected. <br />Recommendation : <br />If the Council wishes to approve the request, staff recommends the approval be made <br />subject to the attached conditions. <br />Attachments: <br />�RfGTNAC <br />Page t of—_ _ CENTRAL RECORDSItem No. <br />GGGGA� <br />
