CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of JUNE 5, 1990 <br />TO: Honorable Mayor and City Council <br />FROM: David Michael Davis, City Librarian <br />SUBJECT: SUBMISSION OF CALIFORNIA LIBRARY SERVICES Date: May 30, 1990 <br />ACT (CLSA) "FAMILIES FOR LITERACY" GRANT <br />APPLICATION <br />BACKGROUND The Colton Public Library is eligible to apply for CLSA State <br />grant fiMds to support a "Families for Literacy" program beginning FY 90-91 <br />in the amount of $20,555. The program is designed to involve all volunteer <br />tutors and adult learners (who meet family literacy program eligibility <br />requirements) in activities that will promote parents and their children <br />reading together. Instructional resource materials will be purchased and <br />a part-time Family Literacy Program Coordinator will be hired to plan and <br />implement suitable programs to fulfill that goal. <br />STATEM Nr OF THE PROBLEM We, at the Colton Public Library, hope to reach parent <br />who are having difficulty being a reading role model for their children. We <br />want to work with them, show them how they can better teach their children <br />and together overcome the cultural, educational, and economic disadvantages <br />that have led to a "literacy gap" in our City. To avoid continuing to <br />transmit low literacy from generation to generation, we must reach the <br />children. We believe that parent-child reading programs are a highly <br />workable approach to reaching two generations at once. <br />ALTERNATIVES Without grant funding, such a program could only otherwise <br />be initiated with the City's general funds. <br />FINANCIAL IMPACT This is a no -cost item to the City. <br />funds are required. <br />ENVITTAL IMPACT <br />No local 'matching <br />RECCK�EMATION Staff recommends that Council authorize the City to <br />submit a California Library Services Act (CLSA) grant application <br />to support a "Families for Literacy" program. <br />The Colton Public Library Board of Trustees has reviewed this matter <br />and concurs with this recommendation. <br />City Manager's Concurrence <br />Attachments: <br />ORIGINAL <br />CENTRAL RECORDS <br />---- -- <br />.,c Item No /7 <br />
