CRY 4°:C; <br />AGENDA REPORT <br />For Council Meeting of January 3 , 1990 <br />fTO: Honorable Mayor and City Council <br />FROM: EDMUND F., SOTELO, CITY MANAGER <br />SUBJECT: APPROVE TWO.ADDITIONAL EQUIPMENT MECHANIC Date: 12-27-90 <br />F OSITIONE <br />BACKGROUND: The California Commercial Motor Vehicle SafetyAct of <br />1988 (CCM[VSA) requires the California Highway Patrol (CHP) to <br />conduct Biennial Inspection of Terminals (B.I.T. Program). A copy <br />of what to expect: duringa C.H.P. Terminal anal Ins ectio <br />p n is attached <br />for your review. <br />STATEMENT OF THE PROBLEM: The City of Colton has been given a <br />conditional rating of "C" by the C.H.P. inspection conducted on <br />December 19, 1990..This is an unsatisfactory rating. The major <br />problem is in the City's preventive maintenance program. The <br />City's current vehicle to mechanic ratio is approximately 120 <br />vehicles <br />per mechanic. The C.H.P. recommended ratio is 22 to 30 <br />vehicles per mechanic. <br />The C.H.P. will schedule a reinspection within six months to <br />determine the City's overall compliance with the B.I..T. Program. <br />The compliance in preventive maintenance can only be accomplished <br />by additional mechanics to meet the required inspection intervals. <br />The current staff of three mechanics cannot accomplish compliance <br />with this mandated program. If the City is found to be <br />unsatisfactory at the six month reinspection, the C.H.P. could <br />seek injunctive procedures for non-compliance with State regulated <br />mandates. <br />Staff believes the addition of two Equipment Mechanics will give <br />the Automotive Shop enough personnel to bring the City into <br />compliance with the C.H.P B.I.T.
