CRY 4°:C; AGENDA REPORT For Council Meeting of January 3 , 1990 fTO: Honorable Mayor and City Council FROM: EDMUND F., SOTELO, CITY MANAGER SUBJECT: APPROVE TWO.ADDITIONAL EQUIPMENT MECHANIC Date: 12-27-90 F OSITIONE BACKGROUND: The California Commercial Motor Vehicle SafetyAct of 1988 (CCM[VSA) requires the California Highway Patrol (CHP) to conduct Biennial Inspection of Terminals (B.I.T. STATEMENT OF THE PROBLEM: The City of Colton has been given a conditional rating of "C" by the C.H.P. inspection conducted on December 19, 1990..This is an unsatisfactory rating. The major problem is in the City's preventive maintenance program. The City's current vehicle to mechanic ratio is approximately 120 vehicles per mechanic. The C.H.P. recommended ratio is 22 to 30 vehicles per mechanic. The C.H.P. will schedule a reinspection within six months to determine the City's overall compliance with the B.I..T. Program. The compliance in preventive maintenance can only be accomplished by additional mechanics to meet the required inspection intervals. The current staff of three mechanics cannot accomplish compliance with this mandated program. If the City is found to be unsatisfactory at the six month reinspection, the C.H.P. could seek injunctive procedures for non-compliance with State regulated mandates. Staff believes the addition of two Equipment Mechanics will give the Automotive Shop enough personnel to bring the City into compliance with the C.H.P B.I.T. Program ALTERNATIVES: None FINANCIAL IMPACT: Salary $2,073.0.0 per month and benefits $835.00 per month = $2,9013.00 X 2 positions = $5,816..00 per month total. The total cost of two JEquipment Mechanics through the 1990-91 budget will be $34,896.00.
