AUGUST 9, 1994 <br />BACKGROUND. <br />At the Council Meeting of April 19, 1994, Council directed that all new requests for travel and per them be brought <br />to the City Council for approval. <br />DISCUSSION: <br />Seven requests have recendy been made by Chief Mireles and are attached herewith for your consideration. Members <br />of the Police Department are required to attend annual training, costs are often reimbursed b P.O. S.T. <br />y <br />Additionally, it is recommended that guidelines be adopted to simplify the process in the future. They are as follows: <br />1. All programs or courses requested by employees and attended at their option, shall be at the employees <br />expense for Fiscal 1994195. Any exceptions shall be decided by Council. Time for attendance may be <br />authorized by the City Manager. <br />2. Programs or courses attended by employees when assigned or recommended by the City Department Heads, <br />or the City Manager, may be authorized by the City Council or City Manager if the following applies: <br />a. P.O. S. T. reimbursable police training - no net cost to the City <br />b. Legally Mandated programs or courses <br />C.
