Martinez, City Manager 0 FROM: David Michael Davis, City Librarian OP SUBJECT: AUTHORIZATION TO APPLY FOR U.S. DEPARTMENT OF EDUCATION LITERACY GRANT (APPROX. $24,000) FOR THE LUQUE BRANCH LIBRARY BACKGROUND The Colton Public Library is eligible to apply for approximately $24,000 in Library Services & Construction Act Title VI grant funding to continue literacy programs at the Luque Branch Library during FY 95. The Colton Public Library will continue to recruit and train volunteer tutors and adult learners providing the opportunity to improve their reading and writing skills through one-to-one learner based situations. Unlike current State funding for the Main Library's "Advance to Literacy" and "Families for Literacy" programs, the U.S. Department of Education grant would be specifically targeted for the South Colton area. STATEMENT OF THE PROBLEM The Colton Public Library recognizes that a unique demand exists for one-to-one instruction in basic reading and writing skills for adults in South Colton. The target audience for the program are adults 16 years of age or older whose low reading level and/or attitude toward classroom based learning prevents successful participation on other educational programs. ALTERNATIVES Without grant funding, such a program could only otherwise be continued at the Luque Library with the City's general funds. FINANCIAL IMPACT This is a no -obligation item to the City. No local matching funds are required. RECOMMENDATION Staff recommends that Council authorize the City to apply for U.S. Department of Education Literacy Grant Funding (approx. $24,000) for the Luque Branch Library. The Colton Public Library Board of Trustees has reviewed this matter and concurs with this recommendation. Page 1 of 1 Item No. 6
