Gabriel, Economic Development Director -PA? <br />SUBJECT: CONSIDERATION AND APPROVAL OF A RESOLUTION OF THE Date: December 6, 1994 <br />CITY COUNCIL OF THE CITY OF COLTON EXPANDING THE AGUA <br />MANSA ENTERPRISE ZONE <br />Background <br />In 1989, AB 251 was approved allowing existing State -designated Enterprise Zones to expand zone <br />areas by 15%. These regulations provide, in enterprise zones of multi -jurisdictions, the ability of each <br />jurisdiction to expand its area by 15%. Additionally, each jurisdiction can move forward with its <br />proposed expansion independent of the other member jurisdictions. <br />Although the 15% expansion is a one-time provision by the State, the entire expansion effort does <br />not need to take place at once, but can be completed in increments over the life of the zone; <br />however, the City cannot exceed 241.95 total expansion acres. Regulations also provide that zoning <br />of the area be 51 % commercial and/or industrial and that boundaries be contiguous and continuous <br />to the existing zone. <br />On July 2, 1991, the City Council approved a 22.42 acre expansion of the Agua Mansa Enterprise <br />Zone, and on July 19, 1994, the City Council approved an additional 95 acre expansion, leaving <br />approximately 124 acres available for future expansions. <br />Discussion <br />Under City Council direction at its meeting of June 21, 1994, staff has conducted a study for <br />expansion of the remaining 124 acres of the Zone in the vicinities of West Valley Boulevard at Pepper <br />Avenue and the South 44 Annexation area south of Agua Mansa Road at Riverside Avenue. <br />The proposed expansion areas concentrate specifically upon areas adjacent to the proposed medical <br />center and in the most recently annexed sections of the City and are zoned primarily industrial. The <br />total acreage in the proposed expansion areas is 122 acres, utilizing the total remaining expansion <br />acreage available to the City for its portion of the Agua Mansa Enterprise Zone. <br />The attached Resolution authorizes and makes final application for expansion of the Agua Mansa <br />Enterprise Zone to include approximately 122 additional acres.
