CITY OF COL TON <br />AGENDA REPORT <br />For Council Meeting of June 21, 1994 <br />TO: Honorable Mayor and City Council <br />FROM. Randy Anstine, Recreation & Human Services Director �i� <br />SUBJECT. Resolution Authorizing Agreement for Date: June 13, 1994 <br />Childcare Services for Fiscal Year 1994-95 <br />In January, 1988 the Human Services Department entered into an agreement with the State <br />Department of Education to provide latchkey child development services to the community. <br />These contracts are on-going, but are renewable each fiscal year. <br />In 1994/95 the latchkey center -based program contract will offer $115,979 to the City and will <br />provide subsidized fees for seventy-five families. <br />In 1994/95 the latchkey center -based program contract will offer $113,659 to the City and will <br />provide subsidized fees for 30 families. However, 75% must be used for direct services to outside <br />family day-care homes. In the past two years the City has incurred a $55, 000 deficit annually. <br />This is due to high over head charges imposed onto the program by the City. In addition, the <br />program has in the past two years been operating in non-compliance with the State Department of <br />Education for not adhering to mandated regulations of regular site visits and sharing of information <br />with the daycare homes. The program is burdened with too many centers and too little staff. <br />The elimination of this contract will allow the child care program to focus solely on the center - <br />based programs and to provide the quality of services needed to continue compliance with the <br />Dept. Of Education.
