Resolution Authorizing Agreement for Date: June 13, 1994 Childcare Services for Fiscal Year 1994-95 In January, 1988 the Human Services Department entered into an agreement with the State Department of Education to provide latchkey child development services to the community. These contracts are on-going, but are renewable each fiscal year. In 1994/95 the latchkey center -based program contract will offer $115,979 to the City and will provide subsidized fees for seventy-five families. In 1994/95 the latchkey center -based program contract will offer $113,659 to the City and will provide subsidized fees for 30 families. However, 75% must be used for direct services to outside family day-care homes. In the past two years the City has incurred a $55, 000 deficit annually. This is due to high over head charges imposed onto the program by the City. In addition, the program has in the past two years been operating in non-compliance with the State Department of Education for not adhering to mandated regulations of regular site visits and sharing of information with the daycare homes. The program is burdened with too many centers and too little staff. The elimination of this contract will allow the child care program to focus solely on the center - based programs and to provide the quality of services needed to continue compliance with the Dept. Of Education. In addition will cut the program deficit by $55, 000 for the year 1994-95. Recommendation: Staff recommends that Council adopt the Resolution to enter into agreement with the Department of Education for child development contract CD -4879 and not renew contract CD4562.
