YOUNG, City Manager <br />SUBJECT: Consider Approval of Salary/Benefit Adjustment for City Clerk <br />BACKGROUND: <br />City Clerk, Mrs. Helen A. Ramos, has set her retirement date to coincide with the end of her current four year <br />term, November/December 1996. <br />DISCUSSION: <br />In planning her PERS retirement, Mrs. Ramos had anticipated that her highest earned year would include the <br />perquisite of being able to convert employee benefits to salary. As the Council is aware, the benefit conversion <br />for PERS purposes is no longer available. Mrs. Ramos requested consideration of reclassification within this <br />years' appropriate time frame. In my discussion with Mrs. Ramos, it was concluded that unfortunately, <br />because employees have not received salary increases in several years and a reclassification would result in a <br />salary increase and an expenditure of money, that approval could not be granted at this time. <br />As an alternative, Mrs. Ramos has agreed to forego her auto vehicle allowance in the amount of $275.00 per <br />month in return for a salary increase in the same amount. This will assist Mrs. Ramos by increasing the <br />amount of salary reported to PERS and it will not increase the City's expenditure due to the termination of the <br />vehicle allowance. <br />RECOMMENDATION: <br />It is recommended that the City Council approve a salary increase for the City Clerk in the amount of $275.00 <br />per month, in lieu of the current vehicle allowance of the same amount. <br />
