ORDINANCE NO. <br />AN URGENCY ORDINANCE OF THE CITY OF COLTON <br />ESTABLISHING A MORATORIUM ON ISSUANCE OF <br />BUILDING PERMITS FOR CONSTRUCTION OF BUILDINGS <br />IN SLOPE AREAS OF THE CITY OF COLTON WHERE <br />COMPACTION PROBLEMS HAVE BEEN IDENTIFIED <br />WHEREAS, the City of Colton has recently received alarming information regarding <br />constriction problems in the hillside areas of the City, primarily located in Reche Canyon and - <br />adjacent areas; and <br />WHEREAS, the information received tends to indicate that compaction problems may <br />exist that could affect any additional construction in the area unless steps are taken to assure that <br />no such further problems will occur; and <br />WHEREAS, the City has potential liability for damages to property caused by inadequate <br />compaction if the City has knowledge of such problems prior to construction; and <br />WHEREAS, the City fully evaluated compaction issues according to existing standards <br />prior to constriction of existing buildings that have evidenced damage relating to compaction; <br />and <br />WHEREAS, the information on which the City relied in issuing building permits for <br />existing buildings in the slope areas of the City primarily located in Reche Canyon and <br />immediately adjacent areas appears to have been inadequate. or inaccurate and <br />-1- �� <br />MY <br />
