Mayor and City Clerk to sign the lease.
<br />Ordinance No. 1470.
<br />City Attorney Hutton introduced Ordinance No. 1470 for second reading, reading it as to number
<br />and title only:
<br />ORDINANCE NO. 1470 - AN ORDINANCE OF THE CITY OF COLTON ABANDONING THE REDEVELOPMENT PLAN FOR
<br />COLTON MUNICIPAL AIRPORT, PROJECT NO. THREE.
<br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed,
<br />second reading was approved and Ordinance No. 1470 adopted.
<br />ORAL COMMUNICATIONS:
<br />Mr. George Williams, Planning Director, stated that the developers of the motel -restaurant
<br />project at the corner of 9th Street and Valley Boulevard, have requested that freeway signs be
<br />located at the on/off ramp'at 9th Street to advertise the motel and restaurant.
<br />Mr. Williams advised that the signs would be installed by the Division of Highways.
<br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed,
<br />Council approved the request for highway signs to be located at the 9th Street on/off ramp,
<br />advertising the motel and restaurant at the corner of Valley Boulevard and 9th Street, to be
<br />installed by the Division of Highways.

<br />With no further business to come before the City Council at this time, on motion of Mayor
<br />Huntoon, seconded by Councilman Gonzales and unanimously passed, Mayor Huntoon adjourned the
<br />meeting at 8:26 p.m., to meet for an Adjourned Regular Meeting on Tuesday, November 12, 1974,
<br />at 7:30 p.m., in the Conference Room of City Halla

<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City
<br />Council of the City of Colton was held on the above given date at 7:30 p.m., in the Council
<br />Chambers of City Hall, Mayor Huntoon presiding.

<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also
<br />present were City Manager Huffaker, City Clerk Ramos, Assistant to the City Manager Randy
<br />Johnsen, and Director of Finance William McGuire.
<br />Audit Report.
<br />City Manager Huffaker stated the purpose for the Adjourned Regular Meeting this evening is to
<br />discuss the audit reports made by Eadie and Payne for the City of Colton.
<br />Mr. Huffaker said this is a comprehensive audit consisting of three parts, Audit Report,
<br />Internal Control Study, and Management Report, which will be presented this evening by Mr.
<br />John Graham, C.P.A. for Eadie and Payne.
<br />Mr. Graham thanked the City Council for the opportunity of presenting and discussing the audit
<br />reports with the Council members and Staff present.
<br />Mr. Graham said the 1974 Edition of American Institute of C.P.A.'s was used as a guideline in
<br />compiling these reports.
<br />Mr. Graham began with the Audit Report, reviewing each item under the Table of Contents as
<br />follows: Exhibit "A", Balance Sheet - General Fund; Exhibit "B", Balance Sheet - Cooley Ranch
<br />Sewer Assessment District; Exhibit "C", Balance Sheet - Electric Utility Fund; Exhibit "D",
<br />Balance Sheet - Water Utility Fund; Exhibit "E", Combined Balance Sheet, consisting of the
<br />following fund accounts: Cemetery Fund, Parks and Recreation Fund, Library Fund, Retirement
<br />Fund, State Gas Tax Fund, Sewer Bond Construction Fund, Bond Interest and Redemption Funds,
<br />Capital Improvement Fund, Cemetery Endowment Fund, Traffic Safety Fund, Electric Utility Bond
<br />Construction Fund, Campership Fund and Laurel Park Fund, Employment Act Fund, Transportation
<br />Fund, Revenue Sharing Fund, Motor Vehicle Replacement Fund, Public Building Construction Fund,
<br />Underpass Construction Fund; Exhibit "F", Statement of Long -Term Debt and Interest; Exhibit "G",
<br />Statement of Fund Balances/Retained Earnings - All Funds; Statement of Revenues, Expenditures,
