io� <br />ADJOURNED REGULAR MEETING <br />October 10, 1974 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City <br />Council of the City of Colton was held on the above given date at 8:30 p.m., in the Council <br />Chambers of City Hall, Mayor Huntoon presiding. <br />ROLL CALL: <br />Council members present were Hayes, Rehrer, Gonzales, and Mayor Huntoon. Also present were <br />City Manager Huffaker, Assistant City Attorney Edwards, City Clerk Ramos, and Director of <br />Finance William McGuire. Absent was Councilwoman Spragins. <br />Proposed Business License Ordinance. <br />Mayor Huntoon stated this adjourned meeting was called primarily to discuss the proposed <br />Business License Ordinance. <br />City Manager Huffaker stated the Council members were given copies of the proposed Business <br />License Ordinance for their review, which was dated October 1, 1974, at the last Council Meet- <br />ing. <br />Assistant City Attorney Edwards reported that he would like to call to everyones attention <br />the material that had been omitted from the proposed ordinance. <br />Mr. Edwards said the material he refers to has been handed to the City Council and Chamber of <br />Commerce, and is as follows: <br />1. Insert to line 7, Section 7, Article 2, Page 34. <br />2. Added Section to the end of the ordinance referring to the existing ordinances that will <br />remain in force. <br />Mr. Edwards continued in addition there is a correction to be made on Page 35, Section 4. <br />Mr. Edwards advised that Mr. Blair Belden, Insurance Agent, had provided him with information <br />which he has researched, and he feels that Section 4 of Page 35 should be corrected by delet- <br />ing all that pertains to Insurance Agent/Broker and leaving in only that portion which <br />pertains to Bail Bondsman. <br />City Manager Huffaker also reviewed the proposed Business License Ordinance, citing new <br />sections, additions and changes made. Mr. Huffaker said it is not Staff's intention to pass <br />first reading of the ordinance this evening, but to answer any questions that the Council <br />members may have, and also give an opportunity to the Chamber of Commerce Committee to <br />address the City Council. <br />Mr. Huffaker referred to a letter from Mr. R. E. Ford, Superintendent of the Griffin Wheel <br />Company, regarding the proposed maximum tax provision. Mr. Huffaker read the letter in full <br />as follows: <br />C 0 P Y <br />October 9, 1974 <br />This letter is being written in connection with the Ordinance dated October 1, 1974 in <br />connection with the Colton business tax. I would have preferred to appear at the hearing <br />Thursday, October 10, but have a business commitment out of the City. <br />It is my understanding a draft of this Ordinance, as written, contains no maximum limit. It <br />is our feeling that it is, therefore, discriminatory and could be harmful to industrial growth <br />within the City of Colton. <br />Many of our sister -cities have such a maximum provision and as I have had considerable <br />experience with various organizations interested in the industrial growth of the San Bernard- <br />ino Valley, I believe that such an Ordinance would be detrimental to the City of Colton. <br />Respectfully yours, <br />GRIFFIN WHEEL COMPANY <br />/s/ R. Ford <br />Superintendent <br />Mayor Huntoon asked if the majority of the surrounding cities have a maximum tax. <br />City Manager Huffaker stated he believes that three cities in this surrounding area have a <br />maximum tax, the City of Riverside and the City of Rialto are two of them. <br />Councilman Gonzales pointed out that both of these cities, especially Riverside, are quite a <br />bit larger in population than the City of Colton. <br />Councilman Gonzales asked how a business in Colton would qualify for the maximum tax. <br />City Manager Huffaker stated this would depend on what Classification the business is in and <br />the gross receipts from the business. <br />Mr. Bill McGuern, President of the Chamber of Commerce, gave a report to the City Council taken <br />from a survey conducted by the Tax Committee of the Chamber. <br />Gi.) 1974 <br />
