<br />A regular meeting of the City Council of the City of Colton was held on the above given date at 7:30 p.m.,
<br />in the Council Chambers of City Hall, Mayor Huntoon presiding.
<br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag.
<br />Invocation was offered by the Referend Father John G. Proctor of the Immaculate Conception Church.
<br />ROLL CALL:
<br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City
<br />Manager Huff aker, City Attorney Hutton, and City Clerk Ramos.
<br />CONSENT CALENDAR:
<br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, the Consent Calendar
<br />was approved as follows:
<br />1. Approval of Minutes - Regular Meeting held May 21, 1974, and Adjourned Regular Meeting held May 21, 1974,
<br />and Adjourned Regular Meeting held May 28, 1974, as on file in the office of the City Clerk.
<br />Correction to Minutes of May 21, 1974, on Page 9, under Oral Communications, paragraphs 2 and 3 - Change
<br />name of "Mr. Lawrence" to "Mr. Freeman".
<br />2. Approval of Warrants - Nos. 8552 through 8664 and Nos. 12149 through 12401 (May 28) inclusive, as
<br />recommended by Director of Finance.
<br />CORRESPONDENCE:
<br />Letter from Mr. Robert D. Glovak, President of Colton Girls Softball League.
<br />City Manager Huffaker referred to a letter from Mr. Robert D. Glovak, President of the Colton Girls Softball
<br />League, requesting use of Davis Park on Sunday, June 9, 1974, and from 8:00 a.m. to 4:00 p.m. to hold a White
<br />Elephant Sale, as a means of raising funds to help pay for equipment and new uniforms for the team.
<br />On motion of Councilman Hayes, seconded by Councilman Gonzales and unanimously passed, Council approved the
<br />request of the Colton Girls Softball League for use of Davis Park on Sunday, June 9, 1974, for a White
<br />Elephant Sale.
<br />PUBLIC WORKS DIRECTOR REPORTS AND RECOMMENDATIONS:
<br />Award Bid for insertion renewal of Sewer line at Mt. Vernon and Colton Avenues.
<br />Mr. Earl Young, Public Works Superintendent, stated the City received only one bid on May 24, 1974, for the
<br />sewer line rejuvenation project which will cover Colton Avenue to Mt. Vernon Avenue to Western Avenue, and
<br />Mt. Vernon Avenue to Colton Avenue to Olive Street.
<br />Mr. Young advised the bid was from Rodding -Cleaning Machines, Inc., in the amount of $25,602.35, and the City
<br />had budgeted $28,600.00 for this project.
<br />Mr. Young concluded Staff recommends awarding the contract to Rodding -Cleaning Machines, Inc., in the amount of
<br />the bid.
<br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, Council awarded the bid
<br />for insertion renewal of the sewer line at Mt. Vernon and Colton Avenues to Rodding -Cleaning Machines, Inc.
<br />Report on Proposed Refuse Ordinance.
<br />Mr. Earl Young stated as Council may recall, last year a new refuse collection system was adopted, based upon
<br />residential collection utilizing three 1 man side loaders, and two 2 man rear loaders for commercial accounts,
<br />and the new system should reduce the cost of refuse collection.
<br />Mr. Young continued at the time of the Council's consideration of this new system, Staff advised that revisions
<br />in the City's refuse ordinance and rates should be accomplished.
<br />Mr. Young said the Council members have received a copy of the draft ordinance to replace Ordinance 1009, which
<br />will regulate the keeping, collecting and disposal of garbage, rubbish and refuse in the City; a draft ordi-
<br />nance to replace Ordinance No. 1083, pertaining to the business license for private contractors; a draft
<br />Resolution which establishes procedures and permit fees for the granting of permits to private contractors
<br />and other pertinent regulations; and a draft Resolution setting the City's refuse rates for residential and
<br />commercial accounts.
