�y4 <br />Council recessed at 8:10 p. m. for five minutes. <br />BUDGET: (Preliminary) <br />Planning <br />City Manager Huffaker introduced the Planning Department's Budget stating the increase is to allow for additional <br />participation by the Commissioners to attend the League of California Cities' Conference, the League Sponsored <br />Planning Commissioners' Institute, and County Commissioners' Committee Meetings. <br />Mr. Huffaker said other changes are an increase in overtime due to the number of meetings being held in the Planning, <br />Housing and Community Act Program; also, a decrease in the Secretary's time is reflected due to the fact that the <br />other using departments are being charged their portions of the Secretary's cost. <br />Council discussion followed on Account 23, Vehicle Allowance. <br />City Manager Huffaker explained that the Planning Director drives a truck and uses it for all his City business <br />and was at one time drawing the vehicle allowance, however, because the Vehicle Allowance calls for the eligible <br />employee to drive and maintain a medium size sedan, Mr. Williams was taken off of the Vehicle Allowance Program. <br />Council discussed changing the policy to enable those employees using their private vehicles to be compensated <br />equally whether they drive a truck or sedan. Council suggested that a monetary amount of $600 be allowed the <br />Planning Director either in Accounts 23 or 28. <br />Moved by Councilwoman Cisneros, seconded by Councilman Rehrer, to approve the Planning Department Budget tentatively. <br />Discussion followed on the motion whether to include $600 for Vehicle Allowance or not. Council consensus was to <br />vote on the motion without the $600 and reconsider prior to final adoption. <br />Unanimous vote on the motion. <br />An.io1IRNMFNT <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to adjourn to Saturday, June 5, 1976, at 9:00 a. m. <br />Unanimous vote. RAMOS <br />City Clerk <br />City of Colton <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. <br />Rni i CAI i <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Huffaker, City Attorney Edwards, City Clerk Ramos, Assistant to the City Manager Johnsen, Acting Finance Director <br />Andengaard, Auditor Analyst Young. <br />BUDGET: (Preliminary) <br />Fire <br />City Manager Huffaker introduced the Fire Department's Budget saying it is generally unchanged except for the rise <br />in operating costs and conformance to the Fair Labor Standards Act. Mr. Huffaker said the proposals in Capital <br />Outlay include necessary items for proper fire protection and life safety. <br />Mr. Huffaker reported that although Account 16, Education and Training, shows a decrease from last year, Staff is <br />recommending that one additional paramedic be trained. In addition, there is also a recommendation for a new <br />pumper truck which is shown in the restricted fund area. <br />Mayor Beltran asked Chief Temby if he had ever considered going to contract fire service. <br />Fire Chief Temby replied that he had not, although he has looked at those agencies who have contracted this service <br />and in his opinion, the City of Colton's fire service is far superior to that given on a contracted basis. <br />Mayor Beltran said he was speaking in terms of completely abolishing the Fire Department for the City of Colton. <br />Chief Temby stated this would really entail a great deal of study, and from what he knows of the County Fire <br />Service, he certainly would not recommend this type of service for the City of Colton. <br />Discussion followed on the increased calls due to the paramedic service. <br />Mayor Beltran asked how much more salary does a paramedic earn than the regular fireman? <br />Chief Temby stated that in accordance with policy adopted by the City, the trained paramedics are called Fire <br />Specialists and the salary is equivalent to the first level promotion of a Fire Engineer, or approximately two <br />steps above the Fireman. The salary averages out to about $100 more a month than the Fireman because the paramedics <br />do both their paramedic duties as well as the Fireman duties. <br />Councilman Gonzales asked how the candidates for paramedic training are selected. <br />Fire Chief Temby replied that originally the Firemen signed up on a volunteer basis and based on the critera <br />recommended by the trainers, the personnel folder was reviewed and the first three people had been with the department <br />at least seven years. Chief Temby reported that each candidate accepted must pass an entrance test at Loma Linda <br />Medical Center. <br />JINN 1976 <br />
