RECREATION AND PARKS COMMISSION REPORTS AND RECOMMENDATIONS: <br />36i <br />Mr. David Lozano, Chairman of the Recreation and Parks Commission, referred to the ordinance creating the Recreation <br />and Parks Commission, and read Section 6 of the ordinance, outlining the duties and powers of the Commission. <br />Mr. Lozano continued that the Commission feels they have been treated unjustly, and should have had some say and <br />input with regard to recent proposed projects for Municipal and Veterans Parks. Mr. Lozano asked exactly what <br />duties does the City Council desire that the Recreation and Parks Commission perform. <br />Mr. Lozano stated that any recreational activities of the City should be channeled through the Recreation and Parks <br />Commission. <br />Mayor Beltran said he does not want the Commission to feel that they have been overlooked, and once these projects <br />move forward, the Commission will be required to offer input and recommendations. <br />Mayor Beltran suggested that the Community Development Coordinator Arturo de la Cerda, Recreation Director Max <br />Lofy, and representatives from the Citizens Advisory Commission and the Recreation and Parks Commission, get to- <br />gether to discuss and resolve these problems. <br />Mayor Beltran then referred to previous correspondence from Dr. Owen J. Cook, Superintendent of the Colton Joint <br />Unified School District, with regard to establishing a Joint Committee, consisting of two School Board Members and <br />two City Council Members, for the purpose of studying the joint use of school facilities for recreational purposes. <br />Mayor Beltran stated it is his feeling that, rather than have two City Council Members serve on this Joint Committee, <br />it would be more beneficial and logical to appoint the Recreation Director, the Chairman of the Recreation and <br />Parks Commission, and the City Manager as the City's representatives to the Committee. <br />Councilman Gonzales felt that inasmuch as this matter involves recreational activities primarily, the City's repre- <br />sentatives to this Joint Committee should consist of those persons more directly involved with recreational programs <br />and facilities. Councilman Gonzales said the Recreation Director and the Chairman of the Recreation and Parks <br />Commission have first-hand knowledge and concern of the needs and requirements for recreation in the City. <br />Councilman Hayes said that he agreed with Councilman Gonzales, and felt the City's representatives to the Joint <br />Committee should consist of the Recreation Director and the Chairman of the Recreation and Parks Commission only. <br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, appointing the Recreation Director Max Lofy, and the <br />Chairman of the Recreation and Parks Commission David Lozano, as the City's representatives to serve on a Joint <br />Committee, with Board Members of the School District, to review and discuss the joint use of school facilities for <br />recreational purposes. Vote was unanimous. <br />ORAL COMMUNICATIONS: <br />Councilman Hayes suggested that Staff prepare a Resolution of Sympathy on behalf of Robert L. Schnore, long-time <br />City Employee, who had recently passed away. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, instructing Staff to prepare a Resolution of Sympathy, to <br />be presented to Mrs. Betty Schnore, on the recent death of her husband, Robert L. Schnore. Vote was unanimous. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 10:55 p. m., to discuss Personnel Matters. Also present were City Manager <br />Huffaker, City Attorney Edwards, and City Clerk Ramos. <br />Warrant-, <br />6218 through 6494 <br />7825 through 7941 <br />October 12, 1976 Inclusive <br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Payroll and Material Warrant listings. <br />Vote was unanimous. <br />Electric Utility Rates <br />City Manager Huffaker advised that Staff has met with members of the Colton Citizens Utility Committee and have <br />discussed in great detail many of the issues and questions raised by the Committee. Mr. Huffaker stated that in <br />certain instances, new meters will be installed and will be monitored, starting from zero, for thirty days in an <br />attempt to resolve some of these problems. <br />0 CT 1 S 1976 <br />
