<br />April 21, 1977
<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of
<br />Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presid-
<br />ing.

<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were Acting City
<br />Manager Johnsen, City Attorney Edwards, and City Clerk Ramos.
<br />1976 State Park Bond Act
<br />Grant Application
<br />Community Services Director Earl Young read from his memorandum dated April 21, concerning consideration and ap-
<br />proval of a resolution regarding an application for the 1976 State Park Bond Act grant assistance, and authorizing
<br />the Acting City Manager to sign said application to be forwarded to the State Department of Parks and Recreation.
<br />Mr. Young said the application details the proposed project improvements for Municipal,Veterans and Central Parks,
<br />and is a 100% grant program, requiring no local matching funds, similar to the 1974 State Park Bond Program in
<br />which the City participated.
<br />Discussion followed among Council Members and Staff with regard to the proposed projects and the three parks in-
<br />volved.
<br />Moved by Councilman Hayes, seconded by Councilwoman Cisneros, to approve Resolution No. 3682. Unanimous vote.
<br />RESOLUTION NO. 3682 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING
<br />THE APPLICATION FOR 1976 STATE GRANT FUNDS, COLTON THREE -PARK
<br />DEVELOPMENT (MUNICIPAL PARK, VETERANS PARK, AND CENTRAL PARK).
<br />The City Council took a short recess.
<br />The City Council reconvened at 7:30 p. m., in joint session with the Planning Commission, all Council Members
<br />present.
<br />Planning Commissioners present were Face, Negrete, Rios, Saenz, and Chairman Grider.
<br />Sphere of Influence
<br />Mr. Gary Mitchell, Planning Associate, made a presentation on the City of Colton's Sphere of Influence, referring
<br />to maps indicating the present boundaries of the City's Sphere of Influence and the proposed Sphere of Influence,
<br />to be presented to the Local Agency Formation Commission.
<br />Mr. Mitchell outlined the proposed areas and boundaries for the Sphere of Influence, which will include county
<br />pockets, service areas, Grand Terrace and all of the Reche Canyon area, using the County line, along Main Street,
<br />as a natural line barrier.
<br />Mr. Mitchell continued on October 26, 1976, the Planning Commission adopted Resolution No. 819, approving the
<br />Revised City/County Policy for Planning and Spheres of Influence, which was approved and adopted by the City Council
<br />on November 3, 1976, and the guidelines of this policy, along with the City's General Plan, was the criteria used
<br />in the formation of the proposed Sphere of Influence for the City of Colton.
<br />Mr. Mitchell stated a sphere of influence is defined to mean a plan for the probable service areas of each local
<br />governmental entity and should be based on these considerations:
<br />The maximum possible service area of the agency based upon present and possible
<br />service capabilities of the agency.
<br />The range of services the agency is providing or could provide.
<br />The projected future population growth of the area.
<br />The type of development occurring or planned for the area, including, but not
<br />limited to, residential, commercial, and industrial development.
<br />The present and probable future service needs of the area.
<br />Local governmental agencies presently providing services to such area and the
<br />present level, range and adequacy of services provided by such existing local
<br />governmental agencies.
<br />The existence of social and economic interdependence and interaction between
<br />the area within the boundaries of a local governmental agency and the area
<br />which surrounds it and which could be considered within the agency's sphere of
<br />influence.
<br />Discussion then followed among Council Members, Planning Commissioners and Staff, regarding the proposed Sphere of
<br />Influence for the City of Colton, the existing City services that are extended to the Grand Terrace and Reche
<br />Canyon areas, and future planning and projects for the City.
<br />Moved by Commissioner Negrete, seconded by Commissioner Rios, to recommend for approval and adoption to the City
<br />Council the proposed Sphere of Influence for the City of Colton, as presented by Staff. Motion carried.
<br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros, to adopt proposed Sphere of Influence for the City
<br />of Colton as recommended by the Planning Commission, and instructing Staff to submit said Sphere of Influence to
<br />the Local Agency Formation Commission. Vote was unanimous.
<br />Grand Terrace Service Area
<br />Mr. Mitchell advised that the Local Agency Formation Commission has also requested the City of Colton submit a
<br />proposed service area for the Grand Terrace community, should Grand Terrace be excluded from the proposed Sphere of
<br />Influence as presented by the City of Colton.
