4U9 <br />Railroads <br />Mr. Frank Smith spoke to the City Council regarding the continuing problem with the railroads, and stated that <br />nothing has been done about this problem as yet. <br />Moved by Councilman Gonzales, seconded by Councilman Hayes, authorizing Mayor to write another letter to the <br />railroad company requesting correction of the continuing situation with their trains in residential areas. Vote <br />was unanimous. <br />Mr. Smith again complained about the Kelley Grain Mill, and asked what the City Council is going to do about it. <br />Mayor Beltran asked Mr. Smith to come into City Hall on Thursday, at 10:00 a. m., to discuss this matter with him. <br />Fireworks <br />Mrs. Martha Castro, representing Miss Softball America, asked if the City is going to permit the sale of safe and <br />sane fireworks again, as they did last year. <br />Mayor Beltran stated that Staff will have a full report on this item at an Adjourned Regular Meeting, scheduled for <br />Thursday, February 24, 1977, at 7:30 p. m. <br />Water <br />Mr. Daniel Espinosa spoke about the current water shortage that has developed, and asked how this might effect <br />Colton. <br />Mr. Huffaker stated that the City of Colton has their own water wells, and do not contemplate any serious problems. <br />Mayor Beltran also advised the City is awaiting a report from the Department of Water Resources on this current <br />problem, and this information will be made available at a later date. <br />Mr. Espinosa also asked about the City's fire prevention program. <br />Mr. Huffaker advised that the City has an annual weed abatement program, conducted by Community Services and Fire <br />Departments, that takes care of many of these problems, and also the City is going to start posting warning signs <br />of fire hazards. <br />ADJOURNMENT: <br />Moved by Councilman Rehrer, seconded by Councilwoman Cisneros and unanimously passed, Mayor Beltran adjourned the <br />meeting at 9:32 p. m., to meet for an Adjourned Regular Meeting on Thursday, February 24, 1977, at 7:30 p. m., in <br />the Council Chambers. <br />HELEN A. RAMOS, City Clerk <br />Approved this day of 1977. <br />Mayor <br />* * * * * * * * * * * * * * * * * * * * * <br />ADJOURNED COUNCIL MEETING <br />February 24, 1977 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding. <br />ROLL CALL: <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Huffaker, City Attorney Edwards, City Clerk Ramos, and Department Heads and Representatives from Community Services, <br />Planning, Building and Safety, Recreation, Electric, Library, Finance, Fire, and Community Development. <br />BUSINESS LICENSE: <br />Fireworks Ordinance No. 1493 <br />City Manager Huffaker reported that last year upon adoption of the Fireworks Ordinance No. 1493, the City Council <br />had requested Staff to report to the Council incidents and/or costs directly related to the sale and use of Safe <br />and Sane: Fireworks within the City. <br />Council reviewed a written report, submitted by Fire Operations Officer Trimble and an oral report of Community <br />Services Director Young. <br />Council consensus was to continue to allow Safe and Sane Fireworks under Ordinance No. 1493. <br />FIRE <br />1976 Grading <br />Mayor Beltran stated the purpose of tonight's meeting is to allow Staff to collectively bring various projects and <br />programs to the Council's attention. <br />City Manager Huffaker read his memorandum, dated February 23, 1977, entitled, "Insurance Services Office Grading <br />of the City of Colton". Mr. Huffaker stated that if the Council concurs with the Fire Department's Proposed <br />Program Report, it would be in order to have the Council accept the report and to instruct him to write a letter <br />to Mr. Lauren B. Marks, Insurance Services Office, informing him of the program to be initiated. <br />Discussion followed. <br />Moved by Mayor Beltran, seconded by Councilwoman Cisneros, to accept the Report on the Fire Department's Proposed <br />"Reserve Force" Program. Unanimous vote. <br />
