R-02-16 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />PROCLAIMING THE TERMINATION OF A LOCAL EMERGENCY <br />RELATED TO THE SAN BERNARDINO SHOOTING EVENT <br />WHEREAS, California Govermnent Code, Section 8630 and Section 2.28.070 of the <br />Colton Municipal Code empower the Director of Emergency Services/City Manager to <br />proclaim a local emergency if the City Council is not in session and requires that the City <br />Council shall take action to ratify the proclamation; and <br />WHEREAS, conditions of extreme peril to the safety of persons and property arose <br />within the City of Colton and the adjacent City of San Bernardino, caused by the terrorist <br />attack commencing on or about 11:04 a.m. on the day of December 2, 2015, at the Inland <br />Regional Center located at 1365 S. Waterman Avenue within the City of San Bernardino, and <br />subsequent terrorist investigations occurring, and at which time the City Council of the City <br />of Colton was not in session; and <br />WHEREAS, in response to the terrorist attack, resources from the City were <br />immediately required and expended to care for, protect and ensure the ongoing safety of City <br />employees and residents, including victims of the shooting transported to Arrowhead Regional <br />Medical Center in the City of Colton, and <br />WHEREAS, the City Manager, acting as the Director of Emergency Services, did <br />proclaim the existence of a local emergency on the I Ith day of December, 2015 based upon <br />the shooting event; and <br />WHEREAS, the City Council ratified the City Manager's declaration on the 15th day <br />of December; and <br />1 <br />
