2019 AUGUST 6 CC/CUA/CPFA/CHA MEETING 3 - <br />AB 1234 ORAL REPORTS <br />Mayor Navarro asked the members present if there were any brief reports on meetings attended at the expense <br />of the City. (GC Section 53232.3(d). None disclosed. <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br /> <br />*************************************************************************** <br />Mayor announced, with no objection from Councilmembers present; PUBLIC COMMENT moved forward. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Pablo Ramirez; and Eric Enciso. <br /> <br />RECESS: 6:30 P.M. <br />RECONVENED: 6:40 P.M. <br /> <br />Mayor announced, with no objection from Councilmembers present; BUSINESS ITEM moved forward for <br />discussion and possible action. <br /> <br />BUSINESS ITEMS <br /> <br />(3) Ordinance - Moratorium on Permitting and Development in Reche Canyon Area - Waive Full Reading, <br />Read By Title Only and Pass First Reading of an Moratorium Ordinance for Reche Canyon, <br />ORDINANCE NO. O-10-19 <br /> <br />City Manager Smith explained the procedure for Public Comment on this item; each person will be allowed up <br />to 3 minutes until 25 minutes are taken/completed. <br /> <br />Staff Presentation <br />Director Tomich presented for Council consideration an overview of the agenda item and the need of 4/5 vote <br />from the Council for item to be approved. <br /> <br />PUBLIC COMMENT <br />The following community members addressed the Council: Sam Tutton; Heather Tutton; Rand; Kathy Sanchez; <br />Sam Dandauch; Veronica Maynard; Sharmel Weerasinghe; Danny Payne; Randy Whitcomb; Dr. Massey; <br />Pamela Neal; and Christine Aghassi. <br /> <br />Council Discussion <br />Discussion and discernment by Councilmembers present with clarification provided by staff: Director Tomich; <br />City Manager Smith; and City Attorney Campos. <br /> <br />Main discussion centered on the severe traffic impact in the Reche Canyon area; as outlined in the Agenda <br />Report Council may provide alternative direction; continued discussion on the traffic condition resulted in a <br />consensus of Councilmembers present for Mayor Navarro to direct staff to agendize the following: return at the <br />next meeting to address the forming of a Traffic Safety Ad Hoc Committee to assist in addressing the difficult <br />traffic conditions on Reche Canyon Road; with a definite format and the terms of the structure of the <br />committee. <br /> <br />The business of the Moratorium Ordinance was not addressed; no action taken. <br /> <br />7:58 p.m. CM Woods left the dais for the balance of the Council Meeting Agenda. <br />
