Vernon Avenue – Washington <br />Street Traffic Signal Synchronization project as the most qualified consultant in the amount not to <br />exceed $49,905. <br /> <br />(10) Professional Services Agreement/Keller McIntyre and Associates – Authorize the award of Professional <br />Services Agreement to Keller McIntyre and Associates in the amount of $48,000 to assist the City in <br />obtaining Federal Funding for Storm Drain, Water and Wastewater Projects; Approve and Adopt a <br />resolution to appropriate additional funding required for the Storm Water Professional Services account, <br />RESOLUTION NO. R-114-15. <br /> <br />(11) Award of Contract for the FY 15-16 Asphalt Paving Project - Authorize the award of construction <br />contract for the FY 15-16 Asphalt Paving Project to Hardy and Harper, Inc. as the lowest responsive and <br />responsible bidder in the amount of $1,379,446.40; Authorize the City Manager to approve change <br />orders not to exceed 10% of the awarded contract; Approve and adopt Resolution No. R-115-15 <br />appropriating additional funding for FY 2015-16 Asphalt Paving Project (Barton Road and Rancho <br />Avenue), RESOLUTION NO. R-115-15. <br /> <br />(12) Update of the Agua Mansa Project - (1) Approve and Adopt a Resolution to amend the Electric <br />Department FY 2015-16 appropriation increasing the Capital Improvement budget for the Agua Mansa <br />Project by $283,400 for a total project budget of $9,441,530; (2) Approve Change Orders 1 through 14 <br />to the construction contract with Asplundh Construction Corporation in the amount of $449,149.90; (3) <br />Approve the Fifth Amendment to the Professional Services Agreement with Diversified Energy <br />Consulting, LLC to increase the total compensation by an additional $70,000 and to extend the term <br />through January 31, 2016 for construction management services; (4) Approve the Fourth Amendment to <br />the Professional Services Agreement with West Power, Inc., to increase the total compensation by an <br />additional $21,660 for engineering and design changes to the Agua Mansa project and to extend the term <br />through January 31, 2016 and authorize the City Manager to execute the amendment documents, <br />RESOLUTION NO. R-116-15. <br /> <br />(13) Construction Contract/Eliseo Silva - Authorize the award of construction contract for the City of Colton <br />Murals project to Eliseo Silva in the amount of $98,995. <br /> <br />CONSENT CALENDAR (Cont’d) <br /> <br />(14) City Attorney Legal Services Agreement - Approve an Amended and Restated Agreement for City <br />Attorney Legal Services with Best, Best & Krieger LLP for a term of five (5) years, with one optional <br />five (5) year extension. <br />City Attorney Campos recused himself from the room due to a Conflict of Interest. <br /> <br />Discussion by Councilmembers present; Motion and Second by CM Jorrin/CM Toro to approve the City <br />Attorney Legal Services Agreement.
