CONSENT CALENDAR Mayor DeLaRosa presented Consent Calendar Item Nos. 1 and 2 for action by Council. Motion and Second by CM Bennett/MPT Suchil to approve the Consent Calendar. All answered `Aye'. Unanimous Vote. (1) Vouchers — Approval of US Bank vouchers dated 11/25/14 and Totaling $37,415.89; voucher member 146193 to 146346, dated 12/4/14, totaling $3,593,404.59; voucher numbers 146347 to 146454, dated 12/11/14, totaling $2,188,624.14; voucher numbers 146455 to 146633, dated 12/18/14, totaling $2,756,446.32; voucher numbers 146634 to 146684, dated 12/23/14, totaling $255,311.15, less voided checks totaling $128,483.86, on file in the Finance Department. (2) Finance Vacant Position — Authorize the recruitment and hiring for the Finance Manager position. PUBLIC HEARING (3) Appeal — DAP -001-108 — Largo Concrete, Inc. TIME AND PLACE FIXED TO CONSIDER A CONTINUED APPEAL FROM DECEMBER 16, 2014, REGARDING THE PLANNING COMMISSION'S DECISION DENYING A CONDITIONAL USE PERMIT FOR THE OPERATION OF A CONTRACTOR'S STORAGE YARD ON AN EXISTING 7.6 ACRE DEVELOPED SITE LOCATED AT 240 E. CONGRESS STREET IN THE Ml/SDA (LIGHT INDUSTRIAL ZONE/SENSITIVE DEVELOPMENT AREA OVERLAY ZONE) (FILE INDEX NO: DAP -001-099 — APPLICANT: LARGO CONCRETE) Mayor DeLaRosa announced the Public Hearing Open. City Clerk Padilla submitted the Affidavit of Publication and there were four reports of protests/objections thereto. (CMSuchil requested and Attorney Campos concurred requested the paperwork submitted in protest by Ms. Ericka Flores, Community Organizer for CCAEJ (Center for Community Action and Environmental Justice) be added to the four protests received.) Mario Suarez, Senior Planner presented a PowerPoint presentation for Council discussion and determination as to the rehearing of appeal as mandated by the court (October 17, 2014 under Judge David Chohn remanded consideration of the appeal back to the entire City Council as required by the Colton Municipal Code) of Planning Commission's Denial of Conditional Use Permit (File Index No: DAP -001-099; Applicant: Largo Concrete).
