PUBLIC COMMENT <br />The following spoke against the project: Erica Flores; Rachel Warner; Amador Roman; Daniel Morales; John <br />Anaya Sr.; Madison Warner; and Eloise Gomez -Reyes; <br />The following spoke giving a neutral position on the project: Frank Quesada. <br />The following spoke on behalf or in support of the project/application: Richard Carrion; Cyndi Carrion; <br />Attorney Megan Garibaldi (Lawyer for Applicant: Largo Concrete)); Andres Weaver (Representing Applicant); <br />Ken Long; (President/Owner) of Largo Concrete <br />Motion and Second by CM Navarro/CM Gonzalez to close the Public Hearing. All answered `Aye'. (CMJorrin <br />absent from the dais) Motion Carried. <br />Discussion between Councilmembers and staff which included legal counsel; with question/response from <br />applicant's legal representative. <br />Motion and Second by MPT Suchil/CM Navarro to approve the following recommendation: Do Not Approve <br />the appeal: Uphold the Planning Commission's denial of an application for a Conditional Use Permit (File <br />Index No. DAP -001-009) for the operation of a concrete contractors' storage yard on an existing 7.6 -acre <br />developed site located at 240 E. Congress Street and Zoned M-1/SDA (Light Industrial and Sensitive Area <br />Overlay (Appeal File Index No: DAP -001-108); based on the comments made under Public Comment and the <br />Comments stated by Councilmembers present as well as the additional findings and documents presented. <br />Attorney Campos informed Council that the previous adopted Resolution R-19-2014 dated March 4, 2014 <br />affirms the decision made tonight with approval of the motion. <br />Roll Call Vote: YES: CM Toro/Navarro/ Gonzalez/Bennett/MPT Suchil, and Mayor DeLaRosa; NO: CM <br />Jorrin. Motion Carried. <br />BUSINESS ITEMS <br />None. <br />MAYOR AND COUNCIL ORAL REPORTS AND COMMENTS <br />Councilmembers made comments on various issues and activities throughout the community. <br />CITY MANAGER'S REPORTS <br />None. <br />ADJOURNMENT <br />At 7:54 p.m., Mayor DeLaRosa adjourned the Regular Council meeting. <br />Carolina R.
