MAYOR AND COUNCIL ITEMS <br />POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF AUGUST 18, <br />2015. <br />Mayor DeLaRosa asked the members present if there were any agenda items that were a conflict of interest <br />pursuant to CMC Section 2.04.030. None disclosed. <br />AB 1234 ORAL REPORTS <br />Mayor DeLaRosa asked the members present if there were any brief reports on meetings attended at the <br />expense of the City. (GC Section 53232.3(d). None disclosed. <br />DISCUSSION ITEMS <br />• Discussion, consideration and possible direction on matter pertaining to Ordinance No. 0-06-15, as <br />approved on April 21, 2015.Consideration to amend CMC Sections 3.08.020, 3.08.140 and 6.16.025, <br />regarding Contracting Services and Purchasing. <br />Council Presentation <br />CM Gonzalez presented the above entitled subject matter for possible direction regarding amending Ordinance <br />No. 0-06-15 as it relates to Contracting Services and Purchasing. CM Gonzalez; referenced the Municipal Code <br />Title 3 — Revenue and Finance — Chapter 3.08 Bidding, Contracting and Purchases of Supplies, Services and <br />Equipment: 3.08.020 — Definitions, and 3.08.140 — Exceptions to competitive bidding — Non -Public Projects; <br />and Title 6 — Health and Safety — Expansion of Refuse collection services. <br />CM Gonzalez detailed a comparison analysis of Title 3 and Title 6 (handout) and asked for a consensus as to <br />possible amendment to the recently approved Ordinance No. 0-06-15 as it relates to franchise services. <br />Council Discussion <br />Discussion by Councilmembers present with clarification provided by City Manager Smith and Staff to amend <br />Title 3.08.140/Exceptions to competitive bidding of the Municipal Code. <br />Direction by Council <br />Consensus by Council and direction to City Manager Smith; to eliminate 3.08.140 `H' Franchise Services and <br />3.08.140 `K' Legal and any other items (included in `H' through 'L ); staff will provide justification as to why <br />said exceptions should remain and when presented to Council can still remove the exception(s). <br />PUBLIC COMMENT <br />General <br />The following community members addressed the Council: Chetay Catalano, Rachel Warner, Danny Morales, <br />Madivon Warner, Christine Irish -Re, and Gary Grossich. <br />Consent Calendar <br />None. <br />CONSENT CALENDAR <br />Mayor DeLaRosa presents the Consent Calendar Items I through 7. <br />2015 AUGUST 18 REG CC/SARDA/CUA/CPFA/CHA MEETING 3- <br />
