• Presentation - Fire Department 125th Anniversary Ceremonial Badge <br />Captain Tom DeBellis, Public Information Officer for the Colton Fire Department, and Fire Association <br />President, Colton Fire Firefighters #935 presented an individual personalized rendition of the commemorative <br />badge to Mayor Zamora and each Councilmember present. <br />UNFINISHED BUSINESS <br />(1) Update on I-10 Freeway/Pepper Avenue Interchange Project. (Item #17, 09/16/2014 agenda) <br />Victor Ortiz, Engineering Superintendent presented a PowerPoint presentation of the item with conceptual <br />slides related to the I-10/Pepper Avenue Interchange Project. This is an informational item with no action <br />needed. <br />(2) Response to Investigation Findings Report. (Item #18, 09/16/2014 agenda) <br />City Attorney Ronald L. Ball from BB&K gave an overview related to a complaint and request for an <br />investigation submitted to the City Council, Acting City Manager and City Attorney which named City <br />Councilmember Frank Gonzales and Councilmember Susan Oliva. The conclusions of the findings were <br />presented as follows: Councilmember Gonzales did not have a disqualifying conflict of interest, did not <br />participate in the decision to install speed humps, acted as a citizen petitioning his government for a remedy <br />and did not violate any civil or criminal statutes; Councilmember Oliva did not use her governmental position to <br />obtain benefits not otherwise available to the citizens of Colton. This is an informational item with no action <br />needed. <br />(3) Political Campaign Activity - Approve and adopt a resolution relating to the use of City facilities and <br />resources for political campaign activity, RESOLUTION NO. R-96-14 (Item 915, 09/16/2014 agenda). <br />City Attorney Campos presented for Council consideration and requested approval of staff's recommendation. <br />PUBLIC COMMENT <br />David Mynarski, Principal, Transtech/MAPCO spoke on behalf of The Villas Senior Center Complex in <br />relation to the item presented for approval. <br />Motion and Second by MPT Suchil/CM Oliva to approve staff s recommendation. Motion Carried with CM <br />Navarro Absent. <br />MAYOR AND COUNCIL ITEMS <br />POSSIBLE CONFLICT OF INTEREST DISLOSURES FOR THE COUNCIL MEETING OF OCTOBER 7, <br />2014. <br />Mayor Sarah S. Zamora asked the members present if there were any agenda items that were a conflict of <br />interest pursuant to CMC Section 2.04.030. None disclosed. <br />AB 1234 ORAL REPORTS <br />Mayor Zamora asked the members present if there were any brief reports on meetings attended at the expense of <br />the City. (GC Section 53232.3(d). CM Toro announced that MPT Suchil, CM Bennett and he attended the <br />Annual ICS Convention in San Diego. It was held October 1, 2014 through October 3, 2014, and asked Art <br />Morgan, Economic Development Manager who was also in attendance to present a brief report.
