Councilmembers present selected items for discussion and clarification by staff: CM Gonzales had questions on <br />Item Nos. 6, 9, and 10; CM Bennett had questions on Item 9; CM Toro/CM Navarro/CM Oliva/CM Bennett, <br />and Mayor Zamora had questions on Item 10. <br />Motion and Second by MPT Suchil/CM Bennett to approve the Consent Calendar Items Nos. 1 through 10 with <br />the exception of Item 8 which will be discussed under Business Items of the Agenda. Motion Carried with CM <br />Gonzales Voting NO. <br />(1) Minutes — Approval of Minutes for the City Council Regular Meeting held September 16, 2014; Minutes <br />for the City Council Special Meeting held September 18, 2014; Minutes for the City Council Special <br />Meeting held September 25, 2014; and Minutes for the City Council Special Meeting held October 9, <br />2014, on File in the Office of the City Clerk. <br />(2) Warrants — Approval of Payable Warrants #144862 to #145000, Dated 09/18/2014, Totaling <br />$1,288,255.35; Payable Warrants 4145001 to #145137, Dated 09/25/2014, Totaling $2,616,156.55; and <br />a Payroll Disbursement Listing for the Period 09/13/2014 to 09/26/2014, Totaling $813,432.92, on file <br />in the Finance Department. <br />(3) Second Reading of 0-10-14 — An Ordinance of the City Council of the City of Colton to amend various <br />provisions of Title 18 of the Colton Municipal Code relating to specific plans (File Index No. DAP -001- <br />178), ORDINANCE NO. 0-10-14. <br />(4) AT&T Fees for West Substation Project — Approve the estimate of Cost and Authority for Work special <br />construction charge and invoice from AT&T to install new telecommunication service for the West <br />Substation project, not to exceed in the amount of $31,250, including a 10% contingency. <br />(5) Well 15 Electrical Upgrades Project — Award the contract to Champion Electric, as the lowest <br />responsive and responsible bidder for the Well No. 15 Electrical Upgrades project in an amount not -to - <br />exceed $71,500; authorize the Acting City Manager or his/her designee to approve change orders not -to - <br />exceed 10% of the awarded contract for the Well No. 15 Electrical Upgrades project. <br />(6) 2013 Homeland Security Grant and MOU — Approve and Adopt a Resolution to authorize the <br />acceptance of the 2013 Homeland Security Grant (HSGP) in the amount of $16,235, along with its <br />accompanying Memorandum of Understanding (MOU) with the County of San Bernardino, <br />RESOLUTION NO. R-103-14. <br />(7) Termination of Lease Agreement with BioSoils of Southern California, LLC. — Approve the termination <br />lease agreement with Biosoils of Southern California, LLC (Biosoils), over a City property located at <br />1201 South Rancho Avenue (Wastewater Treatment Plant). <br />(8) Waste Disposal Agreement — Approve amendment No. 6 to the Waste Disposal Agreement (WDA) <br />between the County of San Bernardino and City of Colton, to allow waste generated within the County <br />(except for the City of San Bernardino) and/or importation of waste from outside the County to be <br />accepted and deposited at the Colton Sanitary Landfill. (Item moved for Separate Vote under BUSINESS <br />ITEMS of the Agenda.) <br />(9) Colton Crossing Project Commemorative Plaque - It is recommended that the City Council approve the <br />installation of commemorative plaques for the Colton Crossing Project. <br />2014 OCTOBER 21 REG CC/SARDA/CUA/CPFA/CHA MEETING -4. <br />
