(10) Legislative Affairs Committee — Approve recognition of the Legislative Affairs Committee as an <br />"Internal Working Ad Hoc Committee," removing its status as a Standing "Brown Act' Committee. <br />BUSINESS ITEMS <br />(8) Waste Disposal Agreement — Approve amendment No. 6 to the Waste Disposal Agreement (WDA) <br />between the County of San Bernardino and City of Colton, to allow waste generated within the County <br />(except for the City of San Bernardino) and/or importation of waste from outside the County to be <br />accepted and deposited at the Colton Sanitary Landfill. <br />Associate Engineer Reggie Torres introduced the item for consideration with a PowerPoint presentation which <br />included an overview of staffs recommendation. Representatives from the County of San Bernardino were <br />available for questions and clarification: Dan Flores, Chief of Staff for Supervisor Josie Gonzales, Fifth District, <br />San Bernardino County Board of Supervisors; and Art Romero, Deputy Director of Solid Waste Management <br />for the County of San Bernardino. <br />Motion and Second by MPT Suchil/CM Bennett to deny Staffs Recommendation. Roll Call Vote: YES: CM <br />Toro/CM Navarro/CM Oliva/CM Bennett/MPT Suchil/Mayor Zamora; NO: CM Gonzales. Motion Carried. <br />(11) Update on Agua Mansa Project (West Substation) — (1) Approve and Adopt a Resolution to increase the <br />budget appropriation for West Substation, Agua Mansa Switchyard and the 66 kV line connecting the <br />two projects from $5.4 million to $6.9 million and that funds come from Electric Department reserves; <br />(2) Authorize the Colton Electric Department to enter into Added Facilities Charge Agreements <br />9AFCAs); (3) Approve the third amendment to the Professional Services Agreement with Diversified <br />Energy Consulting; (4) Authorize the sole source purchase of the 15 kV metal -clad switchgear <br />equipment to Myers Power Products; (5) Reject the single bid received for the construction of the <br />project as non-responsive, and authorize the CED to re -issue the Notice Inviting Bids, RESOLUTION <br />NO. R-104-14. <br />Electric Utility Director David X. Kolk introduced the item for consideration with a PowerPoint presentation <br />which included a detailed overview of staff s recommendation. <br />Motion and Second by CM Navarro/CM Oliva to approve Staff s Recommendation. Motion Carried with <br />Mayor Zamora absent from the dais. <br />(12) Waive full reading and introduce by title only Ordinance No. 0-12-14, an Ordinance of the City Council <br />of the City of Colton amending various sections of Chapter 2.16 of the Colton Municipal Code <br />regarding the appointment, removal, and qualifications of the City Manager, ORDINANCE NO. 0-12- <br />14. <br />City Attorney Campos presented for Council an overview of this item and requested approval of staff s <br />recommendation amending various sections of the Colton Municipal Code as relates to the appointment, <br />removal, and qualifications of the City Manager. <br />Motion and Second by CM Bennett/CM Toro to approve staff s recommendation and in reference to 2.16.030 <br />Eligibility D.
