Community Public Facilities -Needs Assessment and Approved Council Resolution Appropriating Funds in the Amount of$50,000, RESOLUTION NO. R-92-13. (5) Purchase of Circuit Breakers for West Substation -Waived the Formal Bidding Requirements for Non-Public Projects in Accordance with Colton Municipal Code Section 3.08.140(e), and Award a Contract for the Purchase of Circuit Breakers for the West Substation to Areva T&D, Inc., c/o McAvoy and Markham Engineering and Sales, Inc., in the Amount of $272,808. (6) Award of Bid for Various Transformers for the Electric Utility Department -Awarded a Bid for Various Size Transformers for the Electric Utility Department as Follows: 1 through 4 and Item 7, of the Bid Analysis, to One Source in the Amount of $81,427.68, and Items 5 through 6 to Howard Industries c/o Young & Co., in the Amount of$54,280.80. (7) Award of Bid/Virginia Transformer Corporation -Approved the Award of Contract for the Supply of Transformer for the Agua Mansa Electric West Substation Project to Virginia Transformer Corporation in the Amount of$528,141.12. (8) Amendment to Professional Services Agreement with West Power Inc. -Approved the First Amendment to the Professional Services Agreement with West Power, Inc., ( 1) to Amend the Scope of Work to Include (a) Design a 66KV Switchyard for the Agua Mansa Power Plant, and (b) Design a 66 kV Overhead Power Line from Agua Mansa Power Plant to West Substation; (2) to Increase the Total Compensation by $91,050 for the Additional Services; and (3) to Extend the Term to October 31, 2014. (9) Review of District Boundaries -Received and Filed the Memorandum and discussed City Council District Population Changes from 2000 Federal Census to 2010 Federal Census. PUBLIC HEARING (10) 2013 California Building Standards Code TIME AND PLACE FIXED TO CONSIDER ADOPTING AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING SECTIONS 15.04.010, 15.04.020, 15.04.090, AND CHAPTER 15.16 OF THE COLTON MUNICIPAL CODE BY ADOPTING BY REFERENCE THE 2013 EDITIONS OF THE CALIFORNIA BUILDING STANDARDS CODE AND RELATED MODEL BUILDING CODES WITH APPENDICES AND AMENDMENTS THERETO. Environmental Determination/CEQA - This ordinance is not subject to the California Environmental Quality Act (CEQA) pursuant to Sections l 5060(c)(2) (the activity will not result in a direct or reasonably foreseeable indirect physical change in the environment) and 15060(c)(3) (the activity is not a project as defined in Section 15378) of the CEQA Guidelines, California Code of Regulations, Title 14, Chapter 3, because it has no potential for resulting in physical change to the environment, directly or indirectly. Development Services Director Tomich provided a brief background on the state mandated code update and explained previous actions on local amendments. Mayor Zamora read the title of Ordinance No. 0-06-13 into the record.
