Mr. Benest said the proposed rapid transit train project proponents <br />submit that this rail system will bring about economic development <br />to both Nevada and California, and that no public assistance will be <br />required. Mr. Benest continued in opposition, the arguments are <br />that the joint Nevada/California commission does not require any San <br />Bernardino County representative participation. Mr. Benest stated <br />our legislators are willing to change the Bill, inasmuch as the com- <br />mission will have control over local land use and zoning; secondly, <br />on an economic analysis, it is estimated that for every $1.00 derived <br />in the Inland Empire, Nevada will realize $4.00. Mr. Benest concluded <br />Councilwoman Cisneros will be attending the SANBAG meeting tomorrow, <br />when this issue will be discussed. <br />Councilwoman Cisneros stated the reason she had asked that this matter <br />be brought before the City Council this evening was to get their input <br />and opinions on this proposed project. Mrs. Cisneros referred to cor- <br />respondence from Assemblymen Eaves and Leonard, stating this material <br />pretty well outlines AB 1839 and its impact on San Bernardino County. <br />Mrs. Cisneros said the west end communities are concerned about this <br />proposal, and the activity and pollution it might create. Mrs. Cisneros <br />concluded she would be in favor of supporting AB 1839 and the formation <br />of the joint commission only, at this point, see how things go, and then <br />take it from there. <br />_ Both Councilwoman Garcia and Councilman Rios stated they would be in <br />favor of the joint commission, as long as there would be representa- <br />tion from San Bernardino County, and take one step at a time. <br />After additional discussion, moved by Councilman Rios, seconded by <br />Councilman Rehrer, to approve Councilwoman Cisneros' recommendation <br />that the City of Colton support AB 1839, subject to an amendment that <br />includes 2 or 3 members on the commission to represent the County of <br />San Bernardino. Unanimous vote. <br />CLOSED SESSION: <br />The City Council adjourned to Closed Session at 6:55 p. m., to discuss <br />Meet and Confer Matters, pursuant to Government Code Section 54957.6, <br />and reconvened at 7:25 p. m., all Members present. <br />Memoranda of Understanding <br />Res. Nos. R-30-871 R-31-87, R-32-87 <br />City Attorney Edwards introduced three resolutions adopting Memoranda <br />of Understanding for the General Unit, Resolution No. R-30-87, the <br />Management/Confidential Unit, Resolution No. R-31-87, and the Police <br />Management Unit, Resolution No. R-32-87. Mr. Edwards stated that in <br />regard to Resolution No. R-31-87, there should be added to the last <br />paragraph - "Contingent upon signature of representatives of the San <br />Bernardino Public Employees Association". <br />N <br />
