ADJOURNED COUNCIL MEETING June 17, 1987 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date at 5:30 p.m., in the Council Chambers of City Hall, Mayor Gonzales presiding. ROLL CALL: Council Members present were Rios, Cisneros, Rehrer, Garcia, and Mayor Gonzales. Also present were City Manager Benest, City Attorney Edwards, Assistant City Manager Keane, Fiscal Operations Manager Young, and City Clerk Ramos. BUDGET: Revenue Sharing Mayor Gonzales announced this was the time and place for public hearing to consider the Revenue Sharing Funds Budget. City Clerk Ramos submitted the Affidavit of Publication and reported that no written objections or protests had been filed. Assistant City Manager Keane gave the presentation. Ms. Keane stated the hearing is to approve the use of left over 1986-87 Fiscal Year Revenue Sharing Fund monies. Ms. Keane reported the City anticipates having $144,793 in federal revenue sharing funds for expenditure in Fiscal Year 1987-88. These funds are,as previously stated,the balance of FY 1986-87 monies which will not be spent in the current year. Ms. Keane reminded the Council that the no additional revenue sharing funds are anticipated for Fiscal Year 1987-88. Ms. Keane reported the purpose of this evening's meeting is to comply with the Revenue Sharing regulations relating to a properly advertised public hearing to consider the allocation of the funds. Ms. Keane stated revenue sharing funds may be used by the City for any purpose approved by the City Council. Once approved, these monies may not be shifted to other programs without additional public hearings. Council's policy in the past, has been to allocate a majority of the monies available to the purchase of capital equipment. This year the proposed Human Services Department budget contains a number of new and expanded programs. Staff is recommending that the balance of the City's revenue sharing monies be allocated in Fiscal Year 1987-88 to cultural and human services programs contained within this budget. 1
