ADJOURNED COUNCIL MEETING <br />March 3, 1987 <br />In accordance with notice duly and legally given, an Adjourned Regular <br />Meeting of the City Council of the City of Colton was held on the <br />above given date at 6:30 p. m., in the Council Chambers of City Hall, <br />Mayor Gonzales presiding. <br />ROLL CALL: <br />Council Members present were Rios, Rehrer, Garcia, and Mayor Gonzales. <br />Also present were City Manager Benest, City Attorney Edwards, and City <br />Clerk Ramos. Absent was Councilwoman Cisneros. <br />Tertiary Treatment Facilit <br />City Manager Benest stated the meeting this evening is to hear presen- <br />tations on the feasibility of developing a Tertiary Treatment Plant in <br />the City. <br />Leslie Keane, Assistant City Manager for Administrative Services, stated <br />as Council may be aware, the Santa Ana Regional Water Quality Board has <br />mandated tertiary, or secondary, water treatment for waste water dis- <br />charge into the Santa Ana River by the Cities of Colton, San Bernardino <br />and Rialto. There is a specified time period for compliance which has <br />just recently been extended. <br />Ms. Keane continued this requirement for tertiary treatment, which is a <br />filtration and declorination process, came about as a part of the Board's <br />1983 reassessment of the Water Quality Control Plan for the Santa Ana <br />River Basin and the 1985 San Bernardino Valley Wastewater Management <br />Plan. In September, 1986, the Santa Ana Watershed Project Authority, <br />more commonly referred to as SAWPA, joined together the San Bernardino <br />Valley Municipal Water District, the Western Municipal Water District, <br />and the Cities of San Bernardino and Colton in a project to evaluate <br />the feasibility of a regional tertiary treatment in lieu of the con- <br />struction of individual facilities by each agency. The City of Rialto <br />declined to participate in this effort, preferring to pursue a solution <br />to its treatment problems on their own. <br />Ms. Keane advised the initial stage of the joint project was a feasi- <br />bility study to evaluate the possibility of cost savings in the con- <br />struction and operation of a joint plant as compared to separate plants. <br />The firm of William R. Mills and Associates was hired by SAWPA to per- <br />form this study. <br />Ms. Keane stated if Colton and San Bernardino decide to pursue a joint <br />facility, there will be a number of issues which will have to be re- <br />solved. Significant among those is the issue of operation and control <br />of the facility. <br />1 <br />
