Ms. Keane then introduced Mr. J. Andrew Schlange, Manager of Santa Ana <br />Watershed Project Authority (SAWPA), in Riverside, and Mr. William R. <br />Mills, Jr., P. E., of William R. Mills & Associates, in Placentia. <br />Mr. Schlange referred to the Agreement among the five -member agencies, <br />including the City of Colton, dated October 8, 1986, to provide facili- <br />ties for the collection, treatment and disposal of wastewater produced <br />within their respective service areas. Mr. Schlange stated a Task Force <br />was formed to accomplish evaluating a Regional Plan versus a Local Plan; <br />form a conceptual regional plan on a region -wide basis to be administer- <br />ed by the Regional Program Administrator; develop a regional financing <br />plan; develop an institutional operational plan for implementing the <br />regional program; and implement the regional program and financing plan. <br />Mr. Mills referred to a graph showing the Santa Ana Regional Intercep- <br />tor and proposed treatment plant. Mr. Mills stated there are three ob- <br />jectives to consider - Determine cost effectiveness of regional tertiary <br />treatment; Possible markets (revenue) for product water; and Identify <br />alternate treatment systems. Mr. Mills said regional treatment could <br />save about 4 to 5 million dollars, conveyance costs could reduce the <br />savings by 2 million, and a rapid infiltration system could save be- <br />tween 10 to 13 million dollars over conventional regional treatment. <br />Mr. Mills said high quality product water could be reused locally or <br />exported to Chino Basin, if the basin plan objectives can be met, and <br />export to Chino Basin for groundwater recharge is feasible. Mr. Mills <br />advised implementation would require approximately 50 to 60 months. <br />Discussion then followed among Council Members, Staff and Mr. Mills. <br />City Manager Benest said that Staff would report back to the Council in <br />thirty days on this matter. <br />ADJOURNMENT: <br />There being no further business to come before the City Council at this <br />time, on motion of Councilman Rehrer, seconded by Councilman Rios and <br />unanimously passed, Mayor Gonzales adjourned the meeting at 7:25 p. m. <br />HELEN A.
